Short answer: U.S. Hulu is not sold in Mexico. The “Hulu” you can see in Mexico is a hub inside Disney+ — Disney’s general-entertainment brand, which replaced Star on 8 October 2025 — with content licensed for Mexico, not the U.S. library. Hulu’s own help pages say a subscription “is intended for use by members of a single U.S. household,” that “The videos on Hulu are only available in the U.S.,” and that Hulu “doesn’t work with anonymizers or proxy services.”
Mexico is the market where the Star+ history matters most on this list — it had a separate app for sport and general entertainment until June 2024, and people still look for it.
Open hulu.com from Mexico City, Guadalajara, Monterrey, Puebla, Tijuana or Cancún and you never reach a Hulu page: every address redirects to Disney+. The app is blunter — P-EDU101, “You appear to be using an anonymous proxy tool.” Both are the same verdict about where the request came from, and a residential U.S. IP is the part of that verdict a connection can change.
Everything else stays exactly where it was: the plan, the card, the app-store country, the profiles, the home network. We are not going to imply otherwise — Hulu itself says it “cannot support the use of VPNs or proxies,” and that clause is worth reading before you spend anything.
Two different things carry the Hulu name in Mexico, and only one of them is the service this page is about. U.S. Hulu — hulu.com, the Hulu app, Hulu + Live TV — is sold in the United States only. Hulu’s help centre says a subscription “is intended for use by members of a single U.S. household,” that you “will need a U.S.-issued form of payment when you sign up,” and that “The videos on Hulu are only available in the U.S.” The sign-up requirements begin with “To be located within the U.S.”
Hulu inside Disney+ in Mexico is something else. Disney+ launched in Mexico on 17 November 2020. Star+ ran as a separate service in Latin America from August 2021 and was folded into Disney+ on 26 June 2024 as the Star hub; on 8 October 2025 Disney renamed that hub Hulu. Disney calls Hulu its “global General Entertainment brand on Disney+”; the hub carries the general-entertainment titles Disney licenses for Mexico — some of them Hulu originals — under a Disney+ subscription. It is not the U.S. Hulu library, it has no Hulu app of its own in Mexico, and it has no Hulu + Live TV.
From Mexico the behaviour is consistent. hulu.com never renders a Hulu page — every address is handed to Disney+ — and the app returns P-EDU101, “You appear to be using an anonymous proxy tool.” The address is the first thing checked and not the last: browser location permission, phone GPS, old cookies, the app-store country and the account’s ZIP code all feed the same decision, and Live TV adds the registered home network on top. The test further down separates them.
Hulu has no travel mode. HBO Max lets a U.S. account travel to the countries where it is sold; Hulu’s help centre lists “You are accessing Hulu from outside the United States” as the first cause of its proxy error.

From the outside these failures are indistinguishable. In order, each check below eliminates one layer, and you stop at the first thing that is wrong.
Check the public address on a third-party site before Hulu is opened, not after. Until the U.S. route is up, a line in Mexico reports Mexico, and a single IPv6 request outside the tunnel is enough to give the game away. Nothing below this line is worth checking until this one passes.
Private window first; if it answers P-EDU101, a normal window with hulu.com cookies cleared — Hulu says private mode can be mistaken for a proxy. Then browser location permission, GPS on a phone, a Wi-Fi HTTP proxy setting or a configuration profile on iOS: Hulu reads these after the IP.
A working login is not the same as an entitlement. Check the plan, who bills it, whether a bundle was activated, the ZIP on file and the “U.S.-issued form of payment” Hulu requires. The wrong billing route produces failures that look exactly like a location block.
A standard on-demand title in your plan, for a minute. If it plays, the layers above are fine — and if one thing still doesn’t, that is a licence or a plan entitlement, not the network.
They hide everything: the address, the cookies, the real error. The Hulu app is not offered to a Mexican Apple Account or Google Play account at all, so reinstalling without changing the store country reproduces the same outcome exactly. Prove the account in a desktop browser, then move.

The country can be right and the address type still wrong. Hulu’s own wording — “a VPN or VPS,” addresses “block listed because of previous anonymous proxy use” — is the reason the third row fails and the fourth does not. Your own line in Mexico — Telmex (Infinitum), Totalplay, izzi, Megacable and Telcel — reads Mexico to Hulu whatever else you do; the question is only what kind of U.S. address you put in front of it.

Every step below removes one variable. There is no trick underneath it; that is the whole method.
Before touching the network: which plan (Hulu With Ads, Hulu Premium, a Disney+ bundle, or Hulu + Live TV), how it is billed (Hulu direct, Disney-billed, or an app store) and — for Live TV — whether the home network is set. Hulu requires “a U.S.-issued form of payment.” A residential IP cannot fix an entitlement you don’t have.
A private window, on a computer, with no old Hulu cookies — and none from Disney+ in Mexico or a local streaming app either, which carry a non-U.S. location. One Hulu-specific caveat: Hulu’s help page lists private/incognito mode among the things its system can mistake for an anonymous proxy — if a private window answers P-EDU101, repeat once in a normal window after clearing hulu.com cookies and revoking Hulu’s browser location permission.
The order is the whole trick. Connect, check on a third-party site that your public address reads United States, and only then load anything belonging to Hulu. Hulu can re-check after sign-in, so the address has to hold for the whole session — and if your ISP in Mexico hands out IPv6, disable it for the test so nothing leaks around the route.
Pick an ordinary on-demand episode your plan definitely covers and let it run for a minute. That single result validates the connection, the browser and the account path together. Save the Disney+ tile, Live TV and the television app for afterwards — each of those can fail for reasons that have nothing to do with your address.

Since 8 October 2025 the word Hulu appears inside Disney+ in Mexico and inside Disney+ in the United States. They are not the same thing, and a residential U.S. IP does not turn one into the other.
Disney+ launched in Mexico on 17 November 2020. Hulu’s help centre: “Eligible subscribers with a Hulu or Hulu Premium plan, bundle plan, or Hulu + Live TV plan (billed directly by Hulu) can stream select content from Hulu on the Disney+ app or website.” “Can I still use the Hulu app or website? Yes!” Disney says the one-app experience arrives “by the end of the calendar year” and that there are “no current plans to sunset the Hulu app”; the Hulu app left Nintendo Switch on 5 February 2026 and still works everywhere else.
It presents the U.S. location that hulu.com, the Hulu app and the U.S. Hulu tile all check. It does not add the U.S. Hulu library to a Disney+ account in Mexico, does not convert a Disney+ subscription in Mexico into a U.S. one, and does not change which Disney+ catalogue your login is entitled to — that follows the account’s country and billing, which are Disney’s.
The practical rule. Prove the Hulu app or hulu.com in a private desktop browser first. Then, if your U.S. plan is billed by Hulu, sign in to Disney+ with the same MyDisney email and open the Hulu tile — a second door to the same U.S.-only library, under the same location check.

Start where you can see what happened. A computer browser shows you the public IP, the cookies and the exact error; a television shows you none of that. Prove it there first, then carry the same connection to whatever you actually watch on in Mexico.
For anything that cannot run the client — a Smart TV, an Apple TV, a Fire TV stick, a Roku — put the connection on the router instead. The profile comes from your USip account and imports into the usual client for each platform. Expect two extra obstacles on a television. One is the store: a Mexican Apple Account or Google Play account is not offered the Hulu app at all. The other is Live TV, whose home network cannot be set “while connected to a mobile-wireless network, including mobile hotspots, or shared Wi-Fi networks.”
On Android the IP address and the Google Play country are separate checks: the Hulu app is not offered to Google Play account, however correct the connection is. Google’s Play country rules allow one change every 90 days and Play balance does not transfer. Connect and confirm the public IP before opening Google Play or Hulu.

Changing that country has consequences worth reading first — subscriptions, credit, rentals, family sharing — and Apple publishes what has to be settled before it will let you.
