Short answer: U.S. Hulu is not sold in the Netherlands. The “Hulu” you can see in the Netherlands is a hub inside Disney+ — Disney’s general-entertainment brand, which replaced Star on 8 October 2025 — with content licensed for the Netherlands, not the U.S. library. Hulu’s own help pages say a subscription “is intended for use by members of a single U.S. household,” that “The videos on Hulu are only available in the U.S.,” and that Hulu “doesn’t work with anonymizers or proxy services.”
The Netherlands had Disney+ from launch day in November 2019, alongside Canada — the only two countries outside the U.S. that did.
Open hulu.com from Amsterdam, Rotterdam, The Hague, Utrecht or Eindhoven and you never reach a Hulu page: every address redirects to Disney+. The app is blunter — P-EDU101, “You appear to be using an anonymous proxy tool.” Both are the same verdict about where the request came from, and a residential U.S. IP is the part of that verdict a connection can change.
Everything else stays exactly where it was: the plan, the card, the app-store country, the profiles, the home network. We are not going to imply otherwise — Hulu itself says it “cannot support the use of VPNs or proxies,” and that clause is worth reading before you spend anything.
The word Hulu is doing two jobs in the Netherlands. One of them is the American subscription this page is about: hulu.com, the Hulu app and Hulu + Live TV, sold in the United States and nowhere else. Hulu inside Disney+ in the Netherlands is something else. Disney+ launched in the Netherlands on 12 November 2019 — the same day as the United States and Canada, after a free preview that started in September 2019. Star arrived as a hub inside Disney+ in the Netherlands in February 2021; on 8 October 2025 Disney renamed that hub Hulu. Disney calls Hulu its “global General Entertainment brand on Disney+”; the hub carries the general-entertainment titles Disney licenses for the Netherlands — some of them Hulu originals — under a Disney+ subscription. It is not the U.S. Hulu library, it has no Hulu app of its own in the Netherlands, and it has no Hulu + Live TV.
From the Netherlands, hulu.com does not show a Hulu page: every address hands you to Disney+. The Hulu app answers with its own error instead — P-EDU101, “You appear to be using an anonymous proxy tool.” The public IP is the first check, but not the only one: Hulu also reads browser location permission, mobile GPS, cookies from an earlier session, the app-store country and the ZIP code on the account — and for Hulu + Live TV, the registered home network. The test below isolates one layer at a time.
Hulu has no travel mode. HBO Max lets a U.S. account travel to the countries where it is sold; Hulu’s help centre lists “You are accessing Hulu from outside the United States” as the first cause of its proxy error.

Three distinct behaviours, three different things to conclude. Learning to tell them apart saves the entire troubleshooting section below.
Two codes to recognise — P-EDU101 and BYA-403-011 — with a published list of causes behind them: being “outside the United States,” “using a VPN or VPS,” an unsupported app, private browsing, or an address already “block listed because of previous anonymous proxy use.” On an iPhone or iPad it arrives as Error 16 instead.
Hulu states the reason plainly — “We need to be able to determine which connections are originating domestically, and therefore we cannot support the use of VPNs or proxies.” It is telling you what it checks and what it is checking for.
There is no Hulu website to reach from the Netherlands. Every hulu.com URL redirects to Disney+, including the legal pages, and it happens before sign-in. That is a location decision and nothing else.
Read the cause list carefully. It names hosting ranges, not countries. That is why an ordinary U.S. household address behaves differently from a data-centre one — and why nobody honest will promise you an outcome, since Hulu decides what its own check accepts.

Two connections can both report the United States and be treated completely differently, because one is a hosting range and the other is a household line. The goal is one clean result you can interpret, so that if something fails you know which layer failed — the network, the browser, the account or the rights.
Start with the account, not the connection. Which plan is it, who bills it — Hulu directly, Disney, or an app store — and does that plan include the thing you want to watch? Hulu’s sign-up rules require “a U.S.-issued form of payment,” and no address changes an entitlement you never had.
Launch USip, select the U.S. residential connection, and confirm the public country reads United States before any Hulu page, app or sign-in screen loads. Keep the same address through sign-in and playback — Hulu can check location again after sign-in. On a home line in the Netherlands that means every request, so if your ISP gives you IPv6, switch it off for the test.
Use a computer and a private window. Old hulu.com cookies carry an old location decision, and so do cookies from Disney+ in the Netherlands or a local streaming app. There is one Hulu-specific wrinkle worth knowing: Hulu names private mode itself as something its check can mistake for a proxy, so if the private window returns P-EDU101, try once more in a normal window with hulu.com cookies cleared and the browser’s location permission revoked.
A standard episode included in your plan, for a full minute. If it plays, the network, browser and basic account path are working. Only then try the Hulu tile inside U.S. Disney+, Live TV or a TV app — each has its own reason to fail that has nothing to do with the network.
The wording is the diagnostic. A Disney+ redirect, “P-EDU101,” “Error 16,” or an ordinary playback failure all mean different things and have different fixes. A note saying “it didn’t work” cannot be acted on; one line of the real message usually can.
If the plain title plays and the special thing doesn’t, the answer is in the account or the rights — plan, billing route, home network, licence — not in the connection. Changing servers will not change a licence.

Since 8 October 2025 the word Hulu appears inside Disney+ in the Netherlands and inside Disney+ in the United States. They are not the same thing, and a residential U.S. IP does not turn one into the other.
Hulu’s help centre: “Eligible subscribers with a Hulu or Hulu Premium plan, bundle plan, or Hulu + Live TV plan (billed directly by Hulu) can stream select content from Hulu on the Disney+ app or website.” “Can I still use the Hulu app or website? Yes!” Disney says the one-app experience arrives “by the end of the calendar year” and that there are “no current plans to sunset the Hulu app”; the Hulu app left Nintendo Switch on 5 February 2026 and still works everywhere else.

EU portability is about Disney+, not Hulu. The EU’s portability rules let a subscription bought in one member state be used temporarily in another — they cover Disney+ in the Netherlands. They say nothing about U.S. Hulu, which is not sold in the EU at all.
The practical rule. Prove the Hulu app or hulu.com in a private desktop browser first. Then, if your U.S. plan is billed by Hulu, sign in to Disney+ with the same MyDisney email and open the Hulu tile — a second door to the same U.S.-only library, under the same location check.

The thing to take from the table. No row on it is a Hulu launch. Disney has never sold a Hulu subscription outside the United States, and renaming a hub is not the same as opening a market.

Start where you can see what happened. A computer browser shows you the public IP, the cookies and the exact error; a television shows you none of that. Prove it there first, then carry the same connection to whatever you actually watch on in the Netherlands.

Two separate facts: what Hulu charges, and what Hulu will take. The first is arithmetic; the second is a rule, and the rule is the harder of the two in the Netherlands.
On the figures. We keep one copy of Hulu’s plans and prices rather than twenty-three: the tables are on the hub and are checked against Hulu’s plans page, which is the authority whenever the two disagree.
