Some of Philo’s networks reach Irish screens. Philo itself does not.

How to Watch Philo in Ireland

Short answer: Philo is sold in the United States only, and nothing on sale in Ireland includes it. A good part of what Philo carries reaches Irish homes anyway, under the same names — Discovery, TLC, ID, MTV, Nickelodeon and HISTORY (as Sky History) are on Sky and Virgin Media, as UK and Ireland channels with schedules of their own.

What Ireland lacks are the American feeds themselves, and ten of Philo’s popular networks that have no channel in Sky’s or Virgin Media’s Irish line-ups: A&E, BET, Hallmark, IFC, Lifetime, LMN, OWN, TV One, VH1 and WE tv. HGTV’s UK and Ireland channel closed in January 2026. If one of those is what you miss, two things decide the rest — an address Philo reads as a U.S. household, and Philo’s own rules. USip supplies the first, and only the first.

Philo makes the first check unusually clean, because its free channels need no account, and unusually late, because 8 p.m. in New York is 1 a.m. in Dublin. Below: the channel-by-channel comparison, what eir, Vodafone, Virgin Media and Sky lines look like to Philo, a ten-minute test, and how the DVR turns a 1 a.m. broadcast into something you watch after dinner.

Philo’s networks on Irish screens: what is here, and in what form

Philo is a bundle of American cable networks, and several of them already reach Irish homes — not as the American channels, but as UK and Ireland versions on Sky and Virgin Media. On 6 October 2026 we set Philo’s own list of popular channels against Virgin Media’s channel list, Sky Ireland’s pack pages and RXTV’s listing of Sky’s Irish channel guide.

Philo networkIn IrelandWhat that means for you
Discovery ChannelYes — as Discovery, on Sky and Virgin MediaThe UK and Ireland channel. Sky also includes the discovery+ app in its Essential TV pack.
TLCYes — on Sky and Virgin MediaRelaunched in January 2026 as a free-to-air channel for the UK and Ireland. Warner Bros. Discovery announced sitcoms such as The Big Bang Theory and Mike & Molly for it — a line-up chosen for viewers here.
Investigation DiscoveryYes — as ID, on Sky and Virgin MediaThe same brand, programmed for the UK and Ireland rather than for U.S. evenings.
HISTORYYes — as Sky History, on Sky and Virgin MediaA+E Networks announced in 2020 that its UK History channel would become Sky History, with more locally commissioned programmes.
MTVYes — on Sky, where it is named in the Ultimate TV pack, and on Virgin MediaThe UK and Ireland MTV, not the American feed.
NickelodeonYes — on Sky and Virgin MediaThe UK and Ireland Nickelodeon.
HGTVClosed in January 2026Warner Bros. Discovery shut its UK and Ireland HGTV channel and moved some of the shows, such as Home Town, to Really. Virgin Media’s channel sheets still printed HGTV on 6 October 2026.
AMCUnclearVirgin Media’s own channel sheets list an AMC channel; independent 2026 channel lists show no AMC on Virgin Media or Sky. We could not settle it — look in the guide on your own box.
A&E, BET, Hallmark, IFC, Lifetime, LMN, OWN, TV One, VH1, WE tvNo Irish channelNone appears under these names in Sky’s or Virgin Media’s Irish line-ups, so there is no local version to fall back on.

Two things follow from the table. If the brand you want sits in the top half, try the Irish channel first: it is legal, it may already be in your package, and it airs at Irish hours. The bottom half is where an American line-up adds something real — and where Philo’s free channels deserve a look before anything else.

Line-ups change with little warning, and HGTV’s closure is a recent example. Treat this table as a snapshot dated 6 October 2026, and confirm against the channel guide on your own box before you decide anything.

Philo’s own wording, quoted

What Philo allows, and the order things happen in

Philo states its rules in a few plain sentences. Here they are as Philo writes them, with what each one means for someone in Dublin, Cork, Galway or Limerick.

Where it plays

Inside the U.S. and its territories — nowhere else

Philo’s help centre: “Philo is only available when accessed from inside the US or its territories.” And, on what happens from abroad: “If you attempt to sign in to Philo from anywhere else in the world, you’ll see an error message and be prevented from watching Philo.”

The message

“Philo is only available in the US”

That is the title of the error screen. The first fix Philo suggests is “If you are using a VPN on your device, disconnect from it and try again” — then restarting the device, then contacting support.

The terms

Updated 3 August 2026

The service is licensed “solely in the United States of America and its territories and commonwealths”, and users agree not to “circumvent any security, encryption, authentication, digital rights management, or technical features intended to prevent unauthorized use of our Services”.

The order matters, and it is easy to get backwards. Philo’s free channels need no account at all — “No sign-up needed” — and its subscription plans can only be started from inside the U.S. So for anyone in Ireland, where the request comes from is the first gate, not the last. There is no account to prepare beforehand.

Who is this page for, then? Mostly people who already know American television: Americans who moved to Ireland for work, Irish people home after years in the States, and fans of one network that has no Irish channel. None of them can turn Philo into an Irish service. What they can change is the address Philo sees.

We print the licence clause beside the free-channel rule on purpose. Philo licenses its service “solely in the United States of America and its territories and commonwealths”, and a residential U.S. IP changes the location Philo reads. Those two facts sit side by side here so you can weigh them before you start anything with us.

Three tiers, one rule

Philo Free, Essential and Bundle+, seen from Ireland

Since 10 March 2026 Philo has had three tiers. All three sit behind the same location rule; what differs from Ireland is how much each one asks of you before you can tell whether the connection is right.

TierWhat Philo says it includesFrom Ireland
FreeMore than 150 free channels (Philo’s page prints both 160+ and 150+), “No sign-up needed”, and a “30-day DVR (on select titles)” once you create a free accountThe cleanest first check: no account, no plan, nothing to blur the result
EssentialUS$25 a month: 70+ live channels, Philo’s popular networks and a “1-year unlimited DVR”Can only be started from inside the U.S.; its 7-day trial is a U.S. offer
Bundle+US$33 a month: “Everything in Essential, plus AMC+, as well as access to HBO Max (Basic with Ads), and discovery+ apps”The same rule, and “No free trial is available for the Bundle+ package.”

Two of Bundle+’s extras have Irish counterparts you may already hold. HBO Max launched in Ireland in March 2026, and Sky Ireland lists it in its Ultimate TV pack; discovery+ comes with Sky’s Essential TV. They are separate services from the American apps inside Bundle+. If HBO or discovery+ programmes are what you are after, the Irish apps are the first place to search.

The free tier has a detail worth knowing if the network you miss is one with no Irish channel. Philo names free channels such as The Walking Dead Universe and AMC Thrillers, and on 7 July 2026 it added BET x Tyler Perry Comedy and BET x Tyler Perry Drama, among others. With BET absent from Irish line-ups and AMC unsettled, those are the first channels to try.

The prices are Philo’s U.S. prices as set on 10 March 2026, in U.S. dollars. USip has nothing to do with them, and Philo can change them.

Dublin runs five hours ahead of New York — most of the time

U.S. prime time lands at 1 a.m. in Ireland

Philo is live television, scheduled for American evenings. Ireland and the U.S. both change their clocks, so the gap to New York stays at five hours for most of the year — but the two sides change on different dates, and for a few weeks it shrinks to four.

U.S. timeIrish time, most of the yearIrish time, 8–28 March and 25–31 October 2026

2 p.m. Eastern7 p.m.6 p.m.
9 a.m. Eastern2 p.m.1 p.m.
1

Let the DVR stay up for you

On Essential, Philo’s “1-year unlimited DVR” means a 1 a.m. premiere can wait until the following evening. On the free tier the DVR is a “30-day DVR (on select titles)”, and it needs a free account.

2

Watch U.S. daytime live, record U.S. evenings

American afternoons fall in Irish evenings: 2 p.m. in New York is 7 p.m. in Dublin. If you want something as it airs, that is the window; prime-time premieres are the ones to record.

3

Know the two odd spells

In 2026 the U.S. moved its clocks forward on 8 March and Ireland on 29 March; Ireland goes back on 25 October and the U.S. on 1 November. Inside those gaps, everything in the table arrives an hour earlier.

4

Irish law calls the summer clock standard

A quirk with no effect on the arithmetic: the Standard Time Act 1968 set Irish time at “one hour in advance of Greenwich mean time”, and the GMT months became the legal exception, called winter time, with an amendment in 1971. That is why Irish summer time is known as IST, Irish Standard Time.

5

Connect before you press play

Bring the U.S. connection up before Philo opens, even to watch a recording. Philo’s rule makes no exception for recordings, so a replay at 9 p.m. Irish time needs a U.S. address just as the live broadcast would have.

6

Keep one address for the evening

Swapping connections halfway through a session makes your location look as if it is jumping around. Choose one U.S. connection, keep it from the first channel to the last, and change it only between sessions.

Times computed with the IANA time-zone database (version 2026a) for Europe/Dublin, America/New_York and America/Los_Angeles. Philo’s schedules are in U.S. time, so convert before you set an alarm — or skip the alarm and let the DVR do the work.

eir, Vodafone, Virgin Media, Sky, Three — the same answer

What an Irish connection looks like to Philo

Every consumer line in Ireland gives your device a public address outside the U.S., normally an Irish one, and the public address is the main clue a website has about where you are. Your provider changes the speed and the router, not the verdict.

How you connectWho provides it (ComReg, Q2 2026)What Philo sees
Fibre or copper broadband at homeeir has 28.3% of fixed broadband lines, Vodafone 20.7% and Sky Ireland 15.6%; Pure Telecom and Digiweb are among the smaller providersAn address outside the U.S.
Virgin Media broadbandVirgin Media, with 19.4% of fixed broadband linesAn address outside the U.S.
Mobile data and 5GVodafone (31.8% of mobile subscriptions), Three (27.7%) and eir (24.9%), plus Tesco Mobile and smaller brandsAn address outside the U.S. — on a phone and on a mobile router alike
Satellite broadband38,181 satellite lines in mid-2026, almost double a year earlier; Starlink alone holds 2.1% of fixed broadband linesCounted by ComReg as an Irish broadband line — a dish on the roof is not a U.S. household
Office, college and hotel Wi-FiEmployers, universities, hotelsAn address outside the U.S., often behind rules of its own that can stop tunnels — a failure there says more about that network than about Philo

Irish lines are quick. ComReg reports that 82.6% of fixed broadband lines were sold at 100 Mbps or more in the second quarter of 2026, and 72.8% at 500 Mbps or more. For Philo that means your home line is rarely the bottleneck. The stretch that counts is the route across the Atlantic, so measure speed with the U.S. connection running, not without it.

The mobile shares leave out mobile broadband and machine-to-machine connections, as ComReg presents them. If a check fails on office or college Wi-Fi, run it once on your phone’s mobile data before drawing any conclusion about the setup.

A country on a checker is not the whole answer

Which kind of U.S. connection is worth trying

Making an address checker say “United States” is easy. Philo’s help page shows what it makes of the usual way of doing that: its first fix for the location message is “If you are using a VPN on your device, disconnect from it and try again”. So the kind of address matters, and so does honesty about what any address can do.

OptionWhat Philo seesThe catchGood for

USip residential U.S. IPAn ordinary consumer address on a U.S. internet providerChanges the network layer only, and Philo can still refuse itOne steady U.S. address for a check you can read

What a residential U.S. IP changes

  • The public address Philo reads: a U.S. household line instead of an Irish one
  • Consistency: the same U.S. address from the first free channel to the last recording
  • Clarity: a location refusal stops looking like an account or plan problem

If a free channel plays in a clean private window, the location side is done.

What it cannot change

  • Philo’s terms, which license the service “solely in the United States of America and its territories and commonwealths”
  • Philo’s freedom to refuse any address, USip’s included
  • The country on your Apple Account or Google account, and so the app store you see
  • Which channels and recordings your Philo plan includes

Once the free-channel check passes, stop changing the network. Whatever is still wrong lives in the account, the plan or the app store.

Ten minutes, one laptop, no Philo account

Testing Philo from Ireland, step by step

Philo’s free channels make this the simplest check of any American service. There is no account to create and no plan to pick, so whatever happens is about the location and nothing else.

1

Connect a laptop and read the address checker

Start on a Windows or Mac laptop; the Windows guide and the Mac guide walk through the setup. Bring the USip connection up, then open any address checker. The IPv4 line should show a U.S. address. If an IPv6 line appears as well (IPv6 is the newer address system, and some lines carry both), it must not name eir, Vodafone, Virgin Media, Sky or Three — if it does, your Irish line is still talking to websites next to the U.S. one.

2

Open philo.com in a fresh private window

A private window starts without cookies, so no earlier verdict about where you are gets carried in. Ctrl+Shift+N opens one in Chrome and Edge, Ctrl+Shift+P in Firefox, Shift+Command+N in Safari on a Mac. Do not sign in to anything: this check does not need an account, and leaving one out keeps the result simple.

3

Play one of the free channels for a full minute

Philo’s free channels need no account — its own page says “No sign-up needed” — so this step measures the location and nothing else. No plan, no trial and no profile can confuse it. Pick any free channel, let it run for sixty seconds, and note whether you get a picture or a message.

4

Read the outcome in Philo’s own words

A channel that plays means Philo accepted the address, and the location side is settled. The screen “Philo is only available in the US” means it did not. Philo’s help page lists “If you are using a VPN on your device, disconnect from it and try again” as its first fix. Take that seriously: Philo can turn any address away, USip’s included. Before one more attempt, repeat step 1, close the private window and open a new one — once, not ten times.

If a free channel plays, the address side is settled — and that is the moment to think about Essential or Bundle+, not before. If it fails, copy Philo’s message word for word; it tells you more than an evening of switching servers ever will.

Laptop first, phone second, television last

Setting Philo up on each device in Ireland

Philo supports Windows and Mac browsers, Android and iPhone apps and a list of TV platforms, and what it checks is the same on every one of them. Prove the address on a laptop first, where you can see everything at once. The four videos below were recorded in April 2023, before Philo’s current Free, Essential and Bundle+ plans existed: the USip connection steps in them still apply, while Philo’s own screens look different today.

Windows
Windows

Philo on a Windows PC, the cleanest place to begin

Philo supports Windows 10 and 11 in a supported browser, and no app store is involved, so only the connection, the public address and the browser’s cookies can go wrong. Import the USip OpenVPN profile, connect, and read the address checker before philo.com is even open. If the laptop is a work machine running its employer’s own VPN, use a personal one for this: two tunnels on one machine make any result impossible to read. Irish lines are rarely the slow part — ComReg counted 82.6% of fixed broadband lines sold at 100 Mbps or more in mid-2026 — so if a channel stutters, measure speed with the U.S. connection running.

Step by step: the Windows setup guide.

macOS
macOS

Philo on macOS, and two settings that take a different road

Philo needs macOS Ventura or later and a supported browser. Two Mac settings can send traffic past the connection you have just started. iCloud Private Relay, when it is switched on, routes Safari through Apple’s relays instead — turn it off for the check. And if your eir, Virgin Media or Sky line gives the Mac an IPv6 address, Safari will prefer it, so read both lines of the address checker. When Chrome plays a free channel and Safari will not, those two settings are the place to look.

Step by step: the Mac setup guide.

Android
Android

Philo on Android, and the Irish Google Play store

Google Play shows the storefront of your Google account’s country, so an account set to Ireland sees the Irish store whatever network the phone is on. If Philo’s app is missing there, that account setting is the reason, not the connection — and changing it is a decision for later, not a step in a test. Philo’s Android app needs Android 7.0 or newer. On Vodafone, Three or eir mobile data the phone holds an Irish address until the USip connection is up, and Android may close that connection to save battery: exempt OpenVPN Connect from battery optimisation, or a dropped tunnel will look exactly like a refusal from Philo.

Step by step: the Android setup guide.

iPhone and iPad
iPhone and iPad

Philo on iPhone and iPad, and the Apple Account country

On iPhone and iPad, Philo runs in its own app, which needs iOS or iPadOS 18 or later. The App Store shows the storefront of your Apple Account’s country, so an Irish account sees the Irish store wherever the connection points. Moving an Apple Account to another country is a bigger step than it looks, with Apple’s own conditions attached; make that call separately, after a laptop has passed the free-channel check. Once the app is on the device, bring the USip connection up first and open Philo second, every time.

Step by step: the iOS setup guide.

A television, streaming stick or games console cannot run the OpenVPN Connect app, so USip sets it up with Smart DNS — a change to the DNS servers (the internet’s address book) the device or router uses, tied to your home’s public IP address. Register that public address with USip first, then enter the DNS details in the device’s own network settings or once on the router; if eir, Virgin Media or whoever supplies your line later changes the address, register the new one. The Smart DNS guide has the steps. Philo’s supported TV platforms are Android TV, Apple TV, Chromecast, Fire TV, LG, Roku, Samsung and Vizio; operator services such as Sky Stream, Virgin Media’s TV boxes and eir TV are not on that list. Leave the television until a laptop has played a free channel.

One residential U.S. IP — an ordinary consumer address on a U.S. ISP, not a server range. USip and Philo are separate services: the plans include the connection only — not a Philo account, a Philo plan or add-on, an app-store region or the rights to any channel.

Separate services: these prices are for the USip residential U.S. IP service only. A Philo account, a Philo plan and access to any particular channel or title are not included.

After the free channels, before a plan

Four things to settle before you start a Philo plan

Once a free channel plays, the next decision is Philo’s, not USip’s. Take these in order.

1

Know what each plan adds

Essential is US$25 a month for 70+ live channels and a “1-year unlimited DVR”; Bundle+ is US$33 and adds AMC+, HBO Max (Basic with Ads) and discovery+ — the prices Philo set on 10 March 2026. Check the network you actually want against the table at the top of this page: if it has an Irish channel, you may not need either plan.

2

Do not count on a trial

Philo’s terms keep the trial to the U.S.: “A Trial Offer is offered to new Philo subscribers only in the 50 United States (and its territories)”. And for the bigger plan: “No free trial is available for the Bundle+ package.” Judge Philo on the free channels, which ask nothing of you.

3

One household, three screens

Philo ties profiles to one home: “Other members of your household living at the same address that are at least 18 years old may create profiles connected to your Account.” Its free-channels page adds “Stream on up to three devices at the same time.” and “Create up to ten profiles per account.” One American account spread between a flat in Dublin and a family in Boston is not what those rules describe.

4

Keep the app store out of the first week

Philo’s apps are offered by app-store country, which follows your Apple Account or Google account rather than your connection. Changing it touches everything else on that account, so decide it after the laptop check has passed, not as part of it.

Signing up happens by email: Philo sends a link, and you confirm it. USip supplies the residential U.S. IP connection only — not a Philo account, plan or add-on, and not the rights to any channel.

Local rules, stated carefully

VPNs, Irish law and Philo’s terms: what we can tell you

People ask whether using a VPN is legal in Ireland. We have not found a primary Irish source that answers it directly, so we are not going to summarise Irish law from secondhand articles.

We are not aware of any Irish rule that bans VPN software as such. Rules about reaching or sharing particular content online are a separate question, and they can change. If it matters in your situation — an employer’s network, a college’s acceptable-use policy, a contract — ask a source you trust locally rather than a streaming guide.

Philo’s side is written down, so we can state it. Its terms of use, last updated on 3 August 2026, license the service “solely in the United States of America and its territories and commonwealths” and ask users not to “circumvent any security, encryption, authentication, digital rights management, or technical features intended to prevent unauthorized use of our Services”. The terms never use the word VPN; Philo’s help page does, when it tells people who see the location message to disconnect one. Both apply to you in Ireland exactly as anywhere else.

What people in Ireland ask, answered from the sources

Philo in Ireland — FAQ

Answered from Philo’s own pages, Sky’s and Virgin Media’s line-ups, ComReg’s figures and the Irish Statute Book. Where the honest answer is that it depends, we say on what.

Is Philo available in Ireland?

No. Philo is sold in the United States only, and its help centre puts it directly: “Philo is only available when accessed from inside the US or its territories.” Nothing on sale in Ireland includes it — not Sky, not Virgin Media, not eir. Several of the networks inside it do reach Irish homes, though, as UK and Ireland channels.

Can I watch Philo free channels in Ireland without an account?

You need no account — Philo says so itself: “No, you can start watching instantly without an account.” What the free channels do need is a request that Philo reads as coming from inside the U.S. From an Irish line, expect Philo’s location message instead of a picture.

Which Philo channels can I already get on Sky or Virgin Media?

Discovery, TLC, ID, MTV, Nickelodeon and Sky History (the name HISTORY goes by here) all appear in Sky Ireland’s and Virgin Media’s line-ups, as UK and Ireland channels with their own schedules. A&E, BET, Hallmark, IFC, Lifetime, LMN, OWN, TV One, VH1 and WE tv have no Irish channel under those names.

Is HGTV still on TV in Ireland?

Not as a channel of its own. Warner Bros. Discovery closed its UK and Ireland HGTV channel in January 2026 and moved several of its shows, Home Town among them, to Really. Some operator channel sheets still printed the HGTV name when we read them on 6 October 2026, so trust the channel guide on your box over a printed list.

What time is U.S. prime time in Ireland?

Late. For most of the year 8 p.m. Eastern is 1 a.m. in Dublin and 11 p.m. Eastern is 4 a.m.; on the West Coast, 8 p.m. Pacific is 4 a.m. Irish time. Two short spells run an hour earlier: 8–28 March and 25–31 October 2026, when only one side of the Atlantic has changed its clocks.

Can I record Philo shows at night and watch them the next evening?

That is what Philo’s DVR is for. Essential includes a “1-year unlimited DVR”, and the free tier offers a “30-day DVR (on select titles)” once you have a free account. Philo’s rule — available only when accessed from inside the U.S. — makes no exception for recordings, so the U.S. connection needs to be up for the replay as well.

Why does Philo say it’s only available in the US when I’m on eir or Virgin Media?

Because every Irish line — eir, Vodafone, Virgin Media, Sky, Three — gives your device a public address outside the U.S., and that address is the main clue a website has about where you are. Philo’s help page describes what follows: “If you attempt to sign in to Philo from anywhere else in the world, you’ll see an error message and be prevented from watching Philo.”

Philo says to turn off my VPN. What does that mean for me?

Read it plainly. The first fix Philo lists for its location message is “If you are using a VPN on your device, disconnect from it and try again”. Philo would rather not see VPN traffic, and its terms license the service “solely in the United States of America and its territories and commonwealths”. A residential U.S. IP is a different kind of address from a VPN server, but it is still a change of address, Philo can still refuse it, and those terms deserve a careful read before you sign up for anything.

Can I get the Philo free trial from Ireland?

Not under Philo’s terms, which say: “A Trial Offer is offered to new Philo subscribers only in the 50 United States (and its territories)”. Bundle+ has no trial anywhere — “No free trial is available for the Bundle+ package.” The three-day trial in the USip plans further down is a separate thing: it covers the connection only.

Is the HBO Max in Philo Bundle+ the same as HBO Max in Ireland?

No — they are separate services. Philo describes Bundle+ as “Everything in Essential, plus AMC+, as well as access to HBO Max (Basic with Ads), and discovery+ apps”, and those are U.S. versions. Ireland has had its own HBO Max since March 2026, and Sky Ireland includes it in its Ultimate TV pack; discovery+ comes with Sky’s Essential TV. For HBO or discovery+ programmes, look in the Irish apps first.

Can I watch Philo on a Sky Stream or Virgin Media box?

Philo’s list of supported devices names TV platforms — Android TV, Apple TV, Chromecast, Fire TV, LG, Roku, Samsung and Vizio — and no Irish operator box. For a television, USip uses Smart DNS on a TV, stick or console you own, or once on your router; the Smart DNS guide has the steps.

Is it legal to use a VPN in Ireland?

We are not aware of any Irish law against VPN software as such, but we have not found a primary Irish source that answers the question directly, so check locally if it matters to you — an employer’s or a college’s network rules, for instance. Philo’s own terms apply wherever you are.

Does USip include a Philo subscription?

No. USip and Philo are separate services. USip provides one residential U.S. IP address for your connection; the Philo account, the plan and the rights to every channel are Philo’s, and Philo can refuse any address.

Where to go next

The Philo hub, and the guides for seven other countries

Philo’s rules, plans and error messages are covered in full on the hub. The other guides apply them to Switzerland, Singapore, Norway, Denmark, the Netherlands, Australia and Sweden — each with its own channels, clocks and connections.

Philo in seven other countries

Start with a free channel, not a subscription

For anyone in Ireland, Philo itself fixes the order: the location comes first. Its free channels need no account, so one laptop, one private window and one minute of a free channel tell you whether the address side is right — long before Essential, Bundle+ or an app store comes into it.

And look at the channel table first. If the network you miss is Discovery, TLC, ID, Sky History, MTV or Nickelodeon, an Irish version may already be in your package, at Irish hours. If it is Hallmark, A&E, BET or another network with no Irish channel, that is where an American line-up — and a U.S. address — genuinely changes something.

USip supplies the residential U.S. IP connection only. Philo accounts, plans and channel rights are Philo’s, and Philo can refuse any address.
