USip assigns the US location automatically. You cannot reserve a fixed address or choose a particular city or state.

A different public IP is not complete anonymity
A VPN changes the public IP websites see for traffic routed through it. Websites can still recognise an account you sign into, saved cookies or other identifiers. An IP address alone does not make online activity anonymous.

Your questions, answered
Will reconnecting give me a new US IP?
Not necessarily. A reconnection within 15 minutes returns the same IP. The address may change on a later connection, but a fresh address is not guaranteed on every reconnect.
Is my address a fixed or dedicated IP?
It is exclusive to one USip customer while assigned. It is not a permanent IP that you can reserve and keep.
Can I choose a US city or state?
No. USip assigns the US location automatically.
Does the same IP assignment apply to TVs?
The Smart DNS setup is different from a VPN connection. It requires registration of your home public IP and does not create a VPN tunnel; an IP lookup can still show your real country.
