The distinction sounds pedantic until you have paid for one expecting the other.
OSN, the Dubai-based operator, holds HBO content for the Middle East and North Africa, and it says so on its own help centre when explaining what separates it from other services in the region:

The relationship runs deeper than a licence. In March 2025 Warner Bros. Discovery took a minority stake of roughly a third in OSN Streaming — so the company that makes HBO owns part of the shop that sells it here.
What that buys you is a hub of HBO titles inside the OSN+ app. There is no HBO Max application in the Emirati app stores, no HBO Max interface, and no HBO Max account. The branding on the shelf reads HBO, not HBO Max, and the difference shows up in what is on it.

That last row is the Emirati-specific catch. OSN does sell a cheaper ad-supported tier — just not here. Its own plan FAQ lists where it is available:

Egypt, Bahrain, Oman, Jordan and the rest of that list can start cheaply. A reader in Dubai or Abu Dhabi starts at AED 48.99, which is the full Standard tier, and there is no lower rung.
And what none of the tiers include, at any price, is HBO Max’s American live sport. That slate is sold on a United States plan against United States rights, and OSN+ makes no claim to it.

HBO Max publishes its own country and region list. The thing to notice is not that the UAE is missing — it is how much company it keeps.

That is the striking part. HBO Max has launched across four continents and passed a hundred markets, and the Gulf — among the highest-income television markets anywhere — is absent in its entirety. Warner Bros. Discovery’s own expansion announcements name no MENA market.
The reason is visible in the arrangement itself: the regional rights are already committed to OSN, and Warner Bros. Discovery now owns part of OSN. Launching HBO Max here would mean competing with its own investment.

That sports line is the part that does not travel and the part most people are actually after. In HBO Max’s own words:

Two things follow that are worth separating. A subscription does not stop existing when you cross a border — billing, plan and profiles carry on. What changes is what the app will play, and in a country HBO Max does not serve, the answer is nothing.
The availability list is also the thing to check rather than trust second-hand. It is edited as markets launch, and it has lagged: Japan is getting HBO Max on 1 October 2026 inside Prime Video and Hulu, which is the kind of change that reaches the press before it reaches the help centre.
