Short answer: HBO Max is sold in more than 100 countries — all of Europe including the UK, Australia, most of Asia-Pacific and all of Latin America. If you are in one of them, you can subscribe locally and you do not need anything on this page to do it.
What is not sold anywhere else is the U.S. library. HBO Max’s own rule is that the catalog “can change with the physical location,” and the U.S. live-sports lineup, U.S. release dates and titles licensed to other services abroad stay in the United States. If HBO Max is not sold where you are — Canada, Japan, South Korea, India, the Gulf, Africa — the U.S. library is the only one there is to reach.
A residential U.S. IP presents a U.S. location to HBO Max. That is the network layer, and it is all it is. It is not a subscription, does not change your billing country, cannot activate a provider or bundle, cannot override a license or a blackout, and does not exempt you from HBO Max’s terms, which ask you not to use a VPN or proxy. HBO Max can block any address at any time.
HBO Max publishes its availability list, and the honest first step is to check it. Where you are decides which half of this page is yours.
If your country is in the top four rows: your HBO Max works. The rest of this page is about the U.S. library — the sports, the dates and the titles that did not come with the brand.
If your country is in the bottom five: you have seen “Not available in your region yet.” There is no local HBO Max to subscribe to. The U.S. library is the only one there is, and reaching it means presenting a U.S. location — which is what the rest of this page is about, limits included.

HBO Max says you can “stream HBO Max when you travel to a country or region where HBO Max is available.” It does not say you get the same HBO Max. The catalog “can change with the physical location.” Here is what that means in practice.

These are HBO Max’s two location messages. You get one of them when HBO Max decides it cannot serve you where it thinks you are. Its help page gives one explanation for both — and that explanation is the most useful sentence on this page.

The same condition on other screens and apps. Either you are in a country where HBO Max is not sold, or your address is in a range HBO Max blocks.
Read it twice. HBO Max is saying, in its own voice, that it blocks the address ranges VPNs and proxies use.
Why a residential IP is a different proposition. A data-centre VPN address sits in a range that belongs to a hosting company, and those ranges are what HBO Max is describing when it says “blocked.” A residential U.S. IP is an ordinary consumer address on a U.S. ISP — the same kind of address a household in Ohio has. It is not in a hosting range, which is why it is not caught by the check that catches hosting ranges.
Why there is still no guarantee. HBO Max can add any address to its list. Its terms ask you not to do this at all. A residential IP is not an exemption from either fact; it is a different starting position. If you see one of these messages with a residential IP connected, treat it as a real result — go to “Fix the layer that failed” below, not to another server.

The goal is one clean result you can interpret, so that if something fails you know which layer failed.
Before touching the network: which plan (Basic with Ads has no live sports and no downloads; Standard and Premium do), which billing route (HBO Max direct, an app store, or a provider), and whether the thing you want to watch is actually included. A residential IP cannot fix an entitlement you don’t have.
Launch USip, select the U.S. residential connection, and confirm the public country reads United States before any HBO Max page, app or sign-in screen loads. Keep the same address through sign-in and playback.
A private window, on a computer. HBO Max stores country and device state in cookies and cached data; an old session can hand it your previous location. Sign in fresh. Do not restore tabs.
A standard series episode included in your plan. If that plays, the network, browser and basic account path are working. Only then try a live game, a new release, or a TV app — each of those has its own reason to fail that has nothing to do with the network.
If the plain title plays and the special thing doesn’t, the answer is in the rights — regional licence, release window, sports entitlement, blackout — not in the connection. Changing servers will not change a licence.

All four videos were recorded in June 2023, when the service was called Max. The connection sequence they show is unchanged; the logo, plan screens and app-store steps are not. A working HBO Max sign-in proves you have an HBO Max login. It does not prove a provider benefit is connected, a bundle is activated, or your plan includes the feature you’re trying to use. Check the entitlement before you check the network.
The account has its own country, plan and profile settings and needs a payment method HBO Max accepts.
Apple, Google, Amazon, Roku: the store owns the billing relationship. Store country, accepted payment methods and plan availability are set by the store, and a public IP does not change any of them.

HBO Max has several places to fail and they look alike from the outside.
Does the public IP read United States before HBO Max loads? If not, nothing below matters.
Private window. Old cookies carry old countries.
Account country, plan, billing route, provider activation, profile. A valid login with the wrong billing route has no entitlement.
A standard on-demand title in your plan. If it plays, layers 1–3 are fine.
If plain playback works and one title doesn’t, that is a licence, a release window, a sports entitlement or a blackout. Not the network.
App version, app-store country, device activation, downloads, saved region. Reinstalling without checking store country reproduces the same result.
Provider activation and store state survive a network change. Prove the account in a computer browser first.
If a controlled test still disagrees with what HBO Max says should happen, HBO Max Help and whoever bills you are the authorities. Their rules change independently of USip.
