Short answer: Pluto TV is free — “Drop in. It’s free.” is how its welcome page opens — but it is not one worldwide service. It runs separate regional services, each with its own channels, and in many countries, including the eight our guides cover, it runs none at all. Which version you get depends on the location Pluto TV reads from your connection.
Pluto TV is just as plain about VPNs. Its help centre says: “Since we can’t determine the exact purpose or use for a VPN or proxy, we need to block any use of them.” USip supplies one residential U.S. IP address — an ordinary home connection on an American internet provider, not a server range. It changes the address Pluto TV reads and nothing else: it is not a Pluto TV account, it does not change your app store, and Pluto TV can refuse it like any other address.
The first check needs no account and no app: with the connection on, open pluto.tv in a private window on a laptop and play one live channel and one on-demand title. Below: what the free service includes, where Pluto TV runs, its rules in its own words, a ten-minute test, each device, U.S. evening hours on eight foreign clocks, and a guide for each of eight countries.
In its 2022 announcement, Paramount called Pluto TV a “leading provider of Free Ad-Supported Streaming Television (FAST)”. The U.S. welcome page puts the offer in one line: “Watch 250+ channels of free TV and 1000s of on-demand movies and TV shows.” There is no subscription, nothing to sign up for, and nothing to type in before the first channel starts.
“Watch 100s of free channels - with local & national news, live sports, fan-favorite shows, movies and more.” Each channel plays to a schedule, as broadcast television does, so you join a programme wherever it has got to. On the U.S. service, the local news is American local news.
“Explore 1000s of on-demand movies to full seasons of binge-worthy shows.” On-demand titles have no schedule: they begin when you press play. Ads appear here too — they are what keeps the service free.
Nothing has to be created before you watch: no account, no password, no email address. Open the site or the app and press play. That keeps a check from abroad short, because the only open question is the location.
Pluto TV’s features article says the Watch List is device-specific and that “no free account is needed to use it”. What you save stays on the device you saved it on. Closed captions, the same article says, are available on all devices.
Pluto TV describes the extras in one sentence: “Sign up to enjoy a personalized experience, a kid-friendly space, the latest updates and more.” You can sign in on the web, in the apps, and on a television through pluto.tv/activate. None of it is needed to watch.
The sign-up form asks for a name, a date of birth, a gender and a ZIP code — an American postcode, which someone living abroad does not have. Since you can watch without an account, the simple course is to leave the form alone. Never fill it with details that are not yours.
For a check from abroad, this is the useful part. With no account, no sign-in and no form, nothing about an account can stand in the way: the result depends on the address Pluto TV reads, plus the browser basics covered in the test below.

Pluto TV is a family of regional services, each with its own channels for its own market. When it opened in Sweden, Denmark and Norway on 18 May 2022, Paramount said: “we’re now streaming in more than 30 countries and territories globally.” None of the eight countries our guides cover has a Pluto TV service of its own. Two have had Pluto-branded channels inside a local broadcaster’s app instead: Australia, inside Network 10’s, and Finland, inside Sanoma’s Ruutu from June 2023.

The App Store column is our own check: on 6 October 2026 we looked up Pluto TV’s app (id751712884) in Apple’s store country by country. It was also missing in the United Arab Emirates, Czechia, Hong Kong, Iceland, Japan, Kuwait, Luxembourg, New Zealand, Poland, Portugal, Saudi Arabia, South Korea and Taiwan. We could not check Google Play country by country, so we say nothing about it either way.
Australia is a case in between. Network 10 carries Pluto-branded channels inside its own app and website, and its help centre is clear about who they are for: “10 offers fast channels powered by PlutoTV, and it is exclusively accessible within Australia.” They are 10’s channels for viewers in Australia. They are not the U.S. service, and there is no Pluto TV app in the Australian App Store.
Two of the eight sit right next to a Pluto TV country. Ireland neighbours the UK, which has its own service, and Finland was left out when Pluto TV opened in the other three Nordic countries — though Sanoma, a Finnish media company, opened a Pluto TV-branded zone inside its Ruutu service in June 2023. Neither country has a Pluto TV service of its own today, as far as we could find: the app is absent from both App Stores, and we found no launch announcement for either.
Where Pluto TV has no service, there is no local version to fall back on. What pluto.tv shows from those countries is Pluto TV’s decision, and its pages do not describe it, so look for yourself on your own line before connecting anything else.

Pluto TV’s help centre is brief on the points that matter from abroad. Here they are, quoted — including the rule that speaks against anything like USip.
The message means, in Pluto TV’s words, “we’ve detected that your device is connected to a VPN, proxy service, or other software that may reroute your internet traffic outside your current region”. The instruction that follows: “Please disable these services on your device to stream videos.”
“Since we can’t determine the exact purpose or use for a VPN or proxy, we need to block any use of them.” Put simply, Pluto TV blocks every VPN or proxy it detects, whatever your reason for using one. It does not ask why.
Pluto TV lists its apps for platforms and devices that are “available in your region”, and adds a list marked as United States only: Google Chromecast, Comcast and Cox X1 boxes, Hisense Vidaa + App, PlayStation 4 and 5 and Sony TVs, TiVo, and Vizio SmartCast and WatchFree+.
The where-to-watch page carries a one-line caution: “Content Availability Subject to Change.” A channel you watched last month can move, change or disappear, inside the U.S. as much as outside it, so a missing channel is not by itself a sign that the connection failed.
Pluto TV’s error-code article, dated 17 September 2026, says of code 3304: “This error typically refers to a connectivity or ad blocker issue”. The fix it gives is to turn the ad blocker off. On a free service, the ads are part of the arrangement.
“You can watch Pluto TV on the Web, no download needed.” For computers, Pluto TV adds: “For the best viewing experience on your desktop/laptop, please use Chrome or Firefox.” That is why the test on this page starts in one of those two browsers.
Read literally, the VPN rule reaches further than VPN apps. It names any “other software that may reroute your internet traffic”, and the OpenVPN Connect app that carries a USip connection does reroute traffic, through an ordinary home connection in the U.S. A residential address does not change what the rule says. It changes the address Pluto TV sees, and Pluto TV remains free to refuse it.
We print these rules because they bear directly on what USip sells. Read them alongside the next section, which sets out what a residential address can and cannot change, and make up your own mind with both in view.

A connection settles one question: which address reaches Pluto TV. The channels on offer, the app stores, Pluto TV’s rules and the law where you live are all decided somewhere else.

USip keeps a public test log, and it holds exactly two Pluto TV entries. From Denmark on 17 September 2026, a Lenovo ThinkPad T14 Gen 4 running Windows 11 25H2, OpenVPN Connect 3.7, Chrome 152 played the Pluto TV Star Trek channel for 15 minutes, with the U.S. catalogue on screen. From Sweden on 7 September 2026, a Google Pixel 8 running Android 16, OpenVPN Connect 3.6 and Pluto TV app 5.48 played CSI: Miami season 1, episode 1 on demand for 12 minutes, again with the U.S. catalogue.
Both were run from Denmark and Sweden, countries with Pluto TV services of their own, and neither from the eight countries in our guides. They are two dated sessions, not a promise about yours.
If a live channel and an on-demand title both play in a fresh private window, the location part is done.
When the address is right and Pluto TV still says no, take that as its answer for the day. Cycling through addresses will not change its rule.

Because Pluto TV asks for no account, the whole check is about the connection. Use a laptop: there you can watch the address, the browser and Pluto TV’s answer in one place.
Bring USip up in OpenVPN Connect on a Windows PC or a Mac and open an IP address checker. The IPv4 line must say United States. If an IPv6 line appears, it must not name your local internet provider; if it does, part of your traffic still leaves through your own line, so turn IPv6 off on the laptop and check again.
Use Chrome or Firefox, the two browsers Pluto TV recommends. Open a new private window — Ctrl+Shift+N in Chrome, Ctrl+Shift+P in Firefox, with Command in place of Ctrl on a Mac — pause any ad blocker for the site, and do not sign in. A private window starts with no cookies from earlier visits.
Choose any live channel in the guide and let it run for a full minute, ads included. Then start a film or an episode from the on-demand section and give it another minute. Two kinds of video over one address: if both play, the location is working.
If a message appears, copy its wording before you change anything. The VPN/proxy message means Pluto TV has identified the connection as one it blocks; error 3304 points at an ad blocker; endless buffering points at speed or stability. Retry once, in a new private window — once, not ten times.
If both titles play, the address is settled, and anything still missing is a question of the line-up, the app store or the device. If the VPN/proxy message survives one clean retry, that is Pluto TV’s decision about this connection: send the exact wording and the time to USip support instead of trying again and again.

USip’s four Pluto TV videos were recorded in September 2022. The connection steps in them still hold; some of what they show about Pluto TV’s screens and the app stores has changed, and each text below says what.
The Windows video opens pluto.tv in a web browser, and that is still the easiest way in from abroad: no app, no app store, no account. Install OpenVPN Connect, import your USip profile, connect, read both address lines, then open pluto.tv in a private Chrome or Firefox window. Pluto TV also lists a desktop app for Windows 11, but the browser keeps the check simple.
This is also the set-up behind the first entry in USip’s log: from Denmark on 17 September 2026, Windows 11 25H2 with OpenVPN Connect 3.7 and Chrome 152 played the Star Trek channel for 15 minutes.

The Mac video also opens pluto.tv in a browser. Pluto TV’s device list includes the latest Safari, while its troubleshooting page recommends Chrome or Firefox on a laptop, so start with one of those two. Connect with OpenVPN Connect, read both address lines, then use a private window.
If Safari shows a different address from Chrome in the address checker, iCloud Private Relay may be the reason. Switch it off for the check, or keep to Chrome or Firefox.

The Android video changes the Google Play country to reach the app. Google’s current rules do not allow that from abroad: to set a new country “you must be in that location”, and after a change “you must wait at least 90 days” before the next one. Connect with OpenVPN Connect, then check the address in the phone’s browser before you open anything else.
We could not check Google Play country by country, so we cannot say where the app is offered. The second entry in USip’s log used it: from Sweden on 7 September 2026, a country with its own Pluto TV, a Google Pixel 8 with Android 16, OpenVPN Connect 3.6 and Pluto TV app 5.48 played CSI: Miami season 1, episode 1 for 12 minutes.

The iPhone video changes the App Store country to install the app; on 6 October 2026 Pluto TV’s app was not in the App Store of any of our eight countries. Apple sets conditions on a country change: you may need to cancel anything that blocks it, spend your remaining Apple Account balance, and accept that “Some types of content might not be available in your new country or region.”
Read Apple’s own page before deciding, and never use details that are not yours. In the September 2022 recording, before the U.S. connection was switched on, the app showed “Not in Service Area” — that is what it showed then, not necessarily what it shows today.

A television, streaming stick or games console cannot run OpenVPN Connect, so USip sets these up with Smart DNS instead. Register your home’s public IP address with USip, then enter the DNS details in the device’s network settings, or once on the router for the whole home. Two more things decide whether a television can work at all. Pluto TV marks some devices as U.S.-only — Chromecast, PlayStation, Sony TVs, TiVo, Vizio and others — which matters only if you own one. And whether a TV’s own app store offers Pluto TV depends on the maker and the country the TV is set to; we have not checked those stores country by country. Eight to eleven in the evening, Eastern time, is what American television calls prime time. The hours above come from the IANA time-zone database. The October column holds until the clocks change at the end of the month: Europe and Israel leave summer time on 25 October, the U.S. on 1 November, so in the week between, the times in Dublin, Amsterdam, Brussels, Helsinki and Jerusalem are an hour earlier than shown. From 1 November the January column applies everywhere — an hour later in Singapore and Doha, which keep the same clock all year, and from noon in Sydney, where summer time began on 4 October.
In spring the order flips: the U.S. moves its clocks forward first, on 14 March 2027, two weeks before Europe, so for those weeks the European and Israeli hours are again an hour earlier. In practice the American evening falls in the small hours in Europe and Israel, before breakfast in Doha, and in the late morning in Singapore and Sydney.
Only the live parts of Pluto TV need the clock. Its welcome page lists “local & national news” and “live sports” among the channels; those happen in real time, on American hours. If a programme matters to you, look for it in the on-demand section, which starts whenever you press play.

Most trouble outside the U.S. comes down to a short list of causes, and the wording on screen usually says which. Change one thing, then repeat the same check.
Pluto TV has identified the connection as one it blocks. Check the address first: IPv4 in the United States, and no IPv6 line naming your own provider. Close every Pluto TV tab, open a new private window and try once. If the message returns, that is Pluto TV’s answer for this connection today; send the exact wording and the time to USip support.
Pluto TV says this code “typically refers to a connectivity or ad blocker issue”, and its fix is to turn the ad blocker off. Pause the extension for pluto.tv, reload the page and play again. If no ad blocker is running, treat it as a connection problem and check the address and the line.
Pluto TV’s troubleshooting page names two needs: a connection “faster than 5mb”, and a stable one. With USip, every stream travels to the U.S. and back, so a line that only just copes at home shows the strain first. Move closer to the router or use a cable, and pause other downloads.
App stores offer apps by the country of your Apple Account or Google account, not by the address you connect through. On 6 October 2026 Pluto TV’s app was missing from the App Store in all eight countries of our guides. Use pluto.tv in a browser instead; changing a store country is a separate decision, under Apple’s and Google’s own conditions.
A television cannot run OpenVPN Connect, so it needs Smart DNS, on the TV or on the router, with your home’s public IP address registered with USip. If your provider has given you a new address, register that one. Then check the device is not on Pluto TV’s U.S.-only list.
Pluto TV’s line-up moves: “Content Availability Subject to Change.” If other channels play, the address is fine and the missing one is a line-up question. Search the on-demand section for the title, or come back another day; changing the connection will not bring it back.
Note down each message exactly as it appears, with the date and the time. Pluto TV’s help centre and USip’s support can both act on precise wording; a description from memory is much harder to work with.

Each guide starts with what people there already have that overlaps with Pluto TV — Paramount shows on local channels, free ad-supported services, broadcaster players — then U.S. hours on the local clock, the local networks, and what we could find about local rules.
The UK next door has its own Pluto TV service; Ireland has none, and the app was not in the Irish App Store on 6 October 2026. The guide starts from what Irish viewers already have.

No Dutch Pluto TV. Paramount’s films and series have reached Dutch viewers through SkyShowtime, which launched there on 25 October 2022 as a Comcast–Paramount venture.
Network 10 carries Pluto-branded channels in its own app and website, for viewers in Australia. They are 10’s channels, not the U.S. service, and the Pluto TV app is not in the Australian App Store.

When Pluto TV opened in Sweden, Denmark and Norway in 2022, Paramount described “more than 70 unique and locally curated channels” in each country; the U.S. welcome page counts 250+ channels today. Both entries in USip’s log, from Denmark and Sweden in September 2026, record the U.S. catalogue on screen — in two countries with Pluto TV services of their own.
Possibly, but leave it until last. A TV cannot run the OpenVPN Connect app, so USip sets televisions up with Smart DNS, on the TV or on the router, after you register your home’s public IP address. Pluto TV lists some devices as U.S.-only, Chromecast, PlayStation, Sony TVs, TiVo and Vizio among them, and a TV’s own app store may not offer Pluto TV where you live. Get a result on a laptop first.

Yes. The live channels play to a timetable, at the same moment everywhere, so the American evening lands in your night or your morning. In October 2026, 8 to 11 p.m. Eastern is 1 to 4 a.m. in Dublin, 2 to 5 a.m. in Amsterdam and Brussels, and 8 to 11 a.m. in Singapore, all the next day. On-demand titles have no timetable: they start when you press play.
Not from abroad. Network 10’s help centre says: “10 offers fast channels powered by PlutoTV, and it is exclusively accessible within Australia.” It also warns that trying to use 10 outside Australia may bring an error message. A residential U.S. IP does not help here: it reaches the U.S. Pluto TV service, which is a different line-up from 10’s channels.
