The difference that matters is the kind of address, not the country. A datacentre range is recognisable as a datacentre range; a residential address looks like a household because it is one.

Accounts, cards and app stores

Hulu takes “U.S. based credit or debit cards” — American Express, Visa, Mastercard and Discover — plus PayPal and its own gift cards. A gift card has to be bought in the U.S. and redeemed on a hulu.com page, so it does not remove the location question — it just moves it.
