Disney’s 2022 African rollout covered Egypt, Algeria, Libya, Tunisia, Morocco and South Africa. South Africa, from 18 May 2022, was the only sub-Saharan country on the list.
No Disney+, no Hulu tile — only the U.S. question
How to Watch Hulu in Ethiopia
Short answer: Hulu is sold only in the United States, and Ethiopia is also one of the countries where Disney has not launched Disney+ — so there is not even the Disney+ tile that carries the Hulu name elsewhere. The only Hulu that matters here is the American one.
That makes the reader of this page easy to picture: someone who had U.S. Hulu in America and brought the account to Addis Ababa, Hawassa or Bahir Dar, for good or for a season. For that account to play, the plan must cover the title and Hulu must see a U.S. household connection. USip supplies the connection — and only that.

Why Ethiopia has no Hulu tile to check
In most countries covered on this site, the first stop is the Disney+ app, which has shown a Hulu tile since 8 October 2025. Ethiopia skips that stop. Disney+ is not sold here, so neither is the tile, and every search for Hulu leads to the American service.

It exists only inside Disney+
Disney renamed the Star section of Disney+ to Hulu across its international markets on 8 October 2025. Where there is no Disney+, there is no tile — and no local Hulu of any kind.
U.S. Hulu
An American service with American rules
Sold to U.S. households, with a library licensed for the United States. It is the only Hulu an Ethiopian reader can mean, and it depends on a U.S. account.
We found no announcement of a Disney+ launch in Ethiopia since 2022. If that changes, the tile becomes the first thing to check, and this page will say so.

A subscription “is intended for use by members of a single U.S. household,” and “Only residents of the countries and territories where we offer the Services … are eligible to subscribe.”
Read together, those sentences describe a returnee’s position exactly. The account may still be active; Ethiopia is simply outside the area where Hulu holds the rights to show its videos. Nothing sold in Ethiopia turns into a Hulu subscription, and nothing on this page changes Hulu’s terms.
Hulu also asks subscribers not to use “any technology or technique to obscure or disguise your location.” A residential U.S. IP changes the location Hulu reads, which is exactly what that sentence is about. We would rather put it in front of you than leave it for you to find later.

Ethio Telecom, Safaricom and a satellite footnote
How Ethiopian connections look from Hulu’s side
Until October 2022 Ethiopia had a single telecom operator, the state-owned Ethio Telecom. Since then it has had two. Both give you an Ethiopian address, and the country of the address is the first thing Hulu’s location check reads.

IPv6 barely figures. The Internet Society’s 2026 report finds that under 1% of users in Ethiopia can reach websites over IPv6, the newer address system, against an African average of 7%. That removes the dual-address problem that catches people out elsewhere: on an Ethiopian line, the IPv4 result is almost always the whole picture.
How many people are online depends on who is counting. The Internet Society’s 2026 figure is 22% of the population; Freedom House cites the ITU at about 19% for early 2024; Ethio Telecom’s own count of 36.4 million users would be about 29.5%. The spread is itself a reminder that a test on your own line is worth more than any national statistic.
Whatever the network, the first question Hulu answers is the country of the address. A shared Ethiopian address and a private Ethiopian address get the same reply.

When the network itself is the problem
Shutdowns, platform blocks and power cuts: what they mean for a test
Ethiopia has restricted the internet several times in recent years, sometimes by region and sometimes by platform. A page about streaming here has to say plainly what a connection product can and cannot do about that: it can change the address Hulu sees; it cannot bring back a connection that has been switched off.

Power is the other variable. Freedom House describes Ethiopia’s electricity infrastructure as “somewhat unreliable” and says internet access was inhibited by power outages during its 2023–24 review period. A router that loses power drops the connection mid-episode and may come back on a different public address — which looks like a Hulu failure and is not one.
We list these events because they change how a failed test should be read, not to predict the next one. If Hulu fails and ordinary sites fail too, the cause is local; if other sites load and Hulu alone refuses, read Hulu’s error message.

Choosing the American end
Which U.S. connection is worth testing from Ethiopia
The country on an address checker is only half the question. Hulu’s help page names the addresses it treats with suspicion — “a VPN or VPS” — and addresses “block listed because of previous anonymous proxy use”.

How to test U.S. Hulu from Ethiopia, in order
The steps are ordered so that a failure points at one layer: the local network, the account, the address or the licence. Skipping ahead only makes the answer harder to read.
Make sure the internet itself is working normally
In Ethiopia the first question is not Hulu’s. Load two or three ordinary sites and confirm the line behaves normally where you are. Restrictions here have hit whole regions and, in 2023, major platforms — and a test on a line that is cut or restricted proves nothing about Hulu.
Pick the plan and one episode to play
Write down which plan the U.S. account is on — Hulu With Ads, Hulu Premium, a Disney+ bundle or Live TV — and choose one ordinary on-demand episode that plan includes. Live TV will not play outside the U.S. in any case, so keep it out of the test.
Connect a laptop, then confirm the address
Set up a laptop with the Windows or Mac guide, bring the connection up and check that an address checker reports the United States. IPv6 reaches under 1% of Ethiopian users, so on most lines the IPv4 result is the one that counts. Open hulu.com in a private window; the Android and iOS apps come after a pass.
Play one full minute, and keep the exact error
A minute of steady playback is the result you want. If it fails, copy the message as written: P-EDU101 is the error Hulu’s help page links to proxy addresses; a message about the account’s region points at the app store; a missing title is a licence matter; and a page that never loads at all may be the local network rather than Hulu.
If an ordinary episode plays and one particular title does not, the address is doing its job and the answer lies in the plan or the licence. Changing connections will not change a licence.

One laptop first, the television much later
Setting up Hulu on each device in Ethiopia
Every device adds its own way to fail, and none of them changes what Hulu checks. In Ethiopia there is no local Disney+ app to fall back on, so the first goal is simply one clean result in a laptop browser. The four videos were recorded in December 2022: the connection steps still apply, while Hulu’s own screens have moved on.
Windows
Hulu on Windows: start here, on a charged battery
Windows puts no app store between you and the result, so it is the cleanest place to begin. Import the USip OpenVPN profile, connect, and check that the address reads United States. Under 1% of Ethiopian users have IPv6, so the IPv4 line is normally all you need to confirm. Then open hulu.com in a private window — Ctrl+Shift+N in Chrome or Edge, Ctrl+Shift+P in Firefox. Hulu on macOS: when Safari and Chrome disagree
IPv6 is seldom the culprit on Ethiopian lines, so when one Mac browser plays and the other refuses, look first at stored hulu.com cookies, and at iCloud Private Relay if your Mac shows it — switch Private Relay off for the test. Then re-check the address in the browser you are actually using, not the one you checked earlier.

Android
Hulu on Android: an Ethiopian Play account will not list it
Google Play offers apps by account country, and an Ethiopian account will not show the Hulu app. Changing the Play country affects existing purchases and subscriptions, so decide it separately from the test. On Ethio Telecom or Safaricom mobile data, exempt the connection app from battery optimisation so Android does not close it partway through an episode.

iPhone and iPad
Hulu on iPhone and iPad: the Apple Account country
Apple lists apps by Apple Account country, and an Ethiopian account will not include U.S. Hulu. Moving the account to another country affects subscriptions and Family Sharing and is governed by Apple’s own conditions, so make it a separate, deliberate choice. Once the app is on the device, confirm the address in Safari first and keep Location Services off for Hulu during the first run.

What to confirm on the Hulu account from Ethiopia
These checks stop people before the address ever matters, and none of them is something a connection can fix.
Confirm the plan and today’s U.S. prices
New U.S. subscribers have seen Hulu With Ads at $12.49 a month and Hulu Premium at $21.49 since 23 September 2026; existing subscribers move to those prices on or after 21 October 2026. Knowing the plan tells you which titles to expect.
Rule out Live TV before you start
Live TV subscribers are “not able to stream in U.S. territories, on U.S. military bases, or internationally.” If the account includes Live TV, the live channels will not play from Ethiopia whatever else works.
Check add-ons against the title
Hulu sells add-ons — Sports, Entertainment, Español and Unlimited Screens — separately from the base plans. A title outside your plan and a title refused by location look alike until you compare the title with the plan.
Treat the phone’s store country as a separate decision
The Hulu app is offered by Apple Account and Google Play country. An Ethiopian store account will not list it, and changing the country affects other subscriptions and purchases. Prove the account in a browser first.

International time and the Ethiopian clock
Two clocks in Addis Ababa, one American schedule
Ethiopia keeps East Africa Time, three hours ahead of UTC, with no daylight saving. Many Ethiopians also tell the time on a 12-hour clock that starts at dawn and again at dusk: 7 a.m. on the international clock is one o’clock in the daytime count. Even the IANA time-zone database notes that it records only the Western clock for Ethiopia.
U.S. prime time falls before dawn
At 8 p.m. in New York it is 3 a.m. in Addis Ababa while the U.S. is on summer time, and 4 a.m. in the American winter. Plan around on-demand episodes rather than anything live.
Say which clock you mean
On the Ethiopian count, 3 a.m. international time is nine o’clock at night and 4 a.m. is ten. When you agree a viewing time with family in the States, name the clock as well as the hour.
Keep the laptop charged
Power cuts are part of the Ethiopian picture. A laptop on battery survives a cut that restarts the router; after any restart, check the address again before you blame Hulu.
Measure the route to the United States
Hulu’s guidance is roughly 3 Mbps for on-demand streams and 16 for 4K. Run a speed test with the connection up, to a U.S. server — that is the figure the stream will actually feel.
Clear hulu.com data between attempts
A failed attempt can leave a location decision in a cookie. Clear the site data or open a fresh private window before counting the next attempt as a new result.
If ordinary sites fail too, stop
When everyday sites also fail to load, the cause is local — a restriction, a power cut or a weak signal — and no Hulu setting will help. Wait, then test again from the first step.
The clock line is here because it causes real mix-ups: The World’s reporter describes a meeting set for “6 o’clock” that meant noon. Say which clock you mean and the arithmetic is easy.

Local rules, stated carefully
VPNs, restrictions and Ethiopian law
This is the section where it is easiest to sound certain and be wrong, so it keeps to what the sources say.
During the 2023 platform block, Africanews reported that Facebook, Telegram, TikTok and YouTube could be reached in Ethiopia only through a VPN; when the block ended in July, JURIST noted, an AFP journalist confirmed access without one. Freedom House reports that the authorities used the state of emergency imposed in August 2023 to curtail freedom of expression online. Its report also discusses laws such as the Hate Speech and Disinformation Prevention and Suppression Proclamation and the Telecom Fraud Offences Proclamation of 2012.
We know of no Ethiopian law aimed at VPN software as such — which is not the same as knowing there is none. Rules and their enforcement can change quickly, especially under a state of emergency. Check the current position locally rather than relying on this page.
Whatever the local position, Hulu’s own terms ask subscribers not to use “any technology or technique to obscure or disguise your location.” That is the rule we can speak to with certainty, and it applies in Ethiopia as it does everywhere else.

Answered from Hulu’s and Disney’s own pages, Freedom House’s country report, Ethiopian and international reporting, and the Internet Society’s measurements. Where the honest answer is “it depends”, we say what it depends on.
Is Hulu available in Ethiopia?
No. Hulu is sold in the United States only — its help centre says “The videos on Hulu are only available in the U.S.” — and Ethiopia is also outside Disney+, so there is not even the Disney+ tile that carries the Hulu name in other countries.
Is Disney+ available in Ethiopia?
No. When Disney+ came to Africa in 2022, its African markets were Egypt, Algeria, Libya, Tunisia, Morocco and South Africa, and Disney’s own list of 60 countries across Europe, the Middle East and Africa did not include Ethiopia. We found no announcement of an Ethiopian launch since.
Can I use my US Hulu account while living in Ethiopia?
Hulu’s travel rule covers the U.S. and its territories: on-demand subscribers “are able to stream anywhere in the U.S. — including Puerto Rico and U.S. military bases.” Ethiopia is outside that area. A residential U.S. IP presents a U.S. household address; the account, the plan and Hulu’s right to refuse an address do not change.
Why does Hulu say I’m outside the US on Ethio Telecom or Safaricom?
Because both give you an Ethiopian public address — Safaricom even runs on infrastructure it shares with Ethio Telecom. Hulu reads that address before anything else, so the message is telling you something true.
Does Hulu work on Safaricom Ethiopia?
Not on its own. Safaricom began mobile service in Addis Ababa in October 2022, and Freedom House reports that its network covered a third of the population by the end of 2023. Its addresses are Ethiopian like Ethio Telecom’s, so the same four-step test applies to both.
Will a US IP help during an internet shutdown in Ethiopia?
No. A residential U.S. IP travels over whatever internet you have, so when the connection itself is cut there is nothing for it to run on. That happened across much of Tigray from November 2020, with service returning only gradually from December 2022. It happened again to mobile internet in 19 Amhara cities from August 2023, and that restriction was not fully lifted until July 2024.
Hulu played yesterday and not today — what changed?
Often something local, though Hulu can also start refusing an address. A power cut may have restarted the router, the provider may have given you a different public address, or a cookie from an attempt without the connection may be stored in the browser. On a TV that uses USip’s Smart DNS, a new home address also has to be registered with USip again. Check that ordinary sites load, re-check the address, clear hulu.com data, then try one episode.
Does Hulu + Live TV work in Ethiopia?
No. Hulu says Live TV subscribers are “not able to stream in U.S. territories, on U.S. military bases, or internationally.” That is a rule about where the plan may be used, so no connection changes it.
What time is US prime time in Ethiopia?
Before dawn. Ethiopia keeps East Africa Time, three hours ahead of UTC all year, so 8 p.m. in New York is 3 a.m. in Addis Ababa while the U.S. is on summer time and 4 a.m. in the American winter. On the Ethiopian clock, which counts from dawn and dusk, 3 a.m. is nine o’clock at night.
Is it legal to use a VPN in Ethiopia?
We are not lawyers and cannot give legal advice. We know of no Ethiopian law aimed at VPN tools as such, but restrictions in Ethiopia have been imposed during unrest — including under the state of emergency declared in August 2023 — and they change. Check locally. Hulu’s own terms apply regardless: they ask subscribers not to use “any technology or technique to obscure or disguise your location.”
Does USip include a Hulu subscription?
No — they are separate. USip supplies the residential U.S. IP connection; the Hulu account, the plan and the rights to each title come from Hulu.
Is Hulu shutting down?
No closure has been announced. Disney made Hulu the entertainment tile in Disney+ outside the U.S. on 8 October 2025 and told Variety in 2026 it had no current plan to retire the Hulu app. In the U.S., Hulu is still sold on its own, at prices that changed on 23 September 2026.

One healthy line, one clean test
In Ethiopia the method has one extra step at the front: make sure the internet itself is working normally. After that it is the same short sequence — connection up, address confirmed, a private window on a laptop, one ordinary episode from your own plan, one full minute.
If it plays, the location part is finished, and anything still wrong belongs to the account, the plan or the licence. If it fails, write down the exact message before you touch anything else — it is the most useful thing the test produces.
