Short answer: Hulu is sold in the United States and nowhere else. The Hulu you may have seen in Saudi Arabia is something different — since 8 October 2025 the entertainment tile inside Disney+ has been called Hulu, and it carries a catalogue licensed for this region, not the American one.
If it is U.S. Hulu you want — usually because you lived in the States and kept the account — two things have to be true at once: a U.S. Hulu account whose plan covers what you want, and a connection that Hulu reads as a U.S. household. USip supplies the second one, and only the second.

Disney+ has been sold in Saudi Arabia since 8 June 2022. On 8 October 2025 Disney renamed the Star tile inside the app to Hulu across its international markets, Saudi Arabia included. So a Saudi Disney+ subscriber already opens an app that says Hulu — and for some people that is the whole answer.
It comes with the Disney+ subscription and carries whatever Disney has the rights to show in Saudi Arabia. Search it for the exact title before anything else. If the show is there, you are done — legally and at no extra cost.
Since 18 December 2025 Shahid has sold Disney+ and OSN+ alongside its own service in a single bundle for the Gulf states. If your household already has that bundle, it already has the Hulu tile.
The standalone Hulu service is sold in the United States only, to U.S. accounts. Most of its library is licensed for the U.S. only, which is why the tile in Riyadh and the service in Chicago show different things under the same name.

Hulu is unusually direct about this, and its wording is worth reading instead of anyone’s summary of it — ours included.
Hulu’s help centre: “The videos on Hulu are only available in the U.S.” A subscription “is intended for use by members of a single U.S. household.” To sign up you need “To be located within the U.S.”
On-demand subscribers “are able to stream anywhere in the U.S. — including Puerto Rico and U.S. military bases.” Hulu + Live TV subscribers are “not able to stream in U.S. territories, on U.S. military bases, or internationally.” There is no travel allowance that covers Saudi Arabia.
“Only residents of the countries and territories where we offer the Services … are eligible to subscribe,” the service is “only available in the United States and certain of its territories,” and you “may not access the Services from locations where we do not have rights.” It also asks subscribers not to use “any technology or technique to obscure or disguise your location.”
Put plainly: people living in Saudi Arabia cannot buy Hulu, and nothing sold in the Kingdom turns into a U.S. Hulu account. The person this page really serves already has one — one of the many Americans who live and work here (the community is commonly put at around 80,000), or someone who moved from the States and kept the account — and wants it to behave in Riyadh or Dhahran the way it did at home.
We quote the location clause next to the availability clause on purpose. Hulu asks subscribers not to disguise their location, and a residential U.S. IP changes the location Hulu reads. Read the terms and decide with that in front of you — we would rather say it than sell around it.

Saudi viewers are well served by local and regional services, and two of them have overtaken the international names. Before reaching for an American service, it is worth being exact about what is already here.

Hulu reads the public address your request comes from, and every consumer connection in the Kingdom supplies a Saudi one. The answer is the same in Riyadh, Jeddah, Mecca, Medina, Dammam, Khobar or Abha. What differs between cities is which provider you can choose, not what Hulu concludes.

Many expatriates live on residential compounds, where the internet is the compound’s own network rather than a line in their name. Treat it like an office network: test there, and if it fails, test once on mobile data before concluding anything about your setup.

About 65% of Saudi internet users can reach websites over IPv6, the newer internet address system, against an Asian average of about 40%, by the Internet Society’s count. That is good engineering, and a trap for this particular test.

The practical rule is short: when you check your address, check both. A checker that shows an IPv6 address belonging to a Saudi operator means the Saudi address is still in play, whatever the IPv4 line says. Make sure the connection covers IPv6 too, or switch IPv6 off on the device for the test — then check again before opening Hulu.
This is also why a test can pass on one device and fail on another in the same house: one has IPv6 switched on and the other does not. That is the network layer, not Hulu being inconsistent.

IPv4, the older address system, is where most of the confusion lives, because there are not enough addresses to go round.

With more people than addresses, operators share them. On mobile data and 5G home broadband sharing is the norm: your phone or router holds a private address, and the public address a website sees belongs to a pool that many other customers use at the same moment.
That matters for Hulu in one specific way. Its help page lists an address “block listed because of previous anonymous proxy use” among the causes of its location error. A shared address carries the history of everyone who used it; an ordinary residential address used by one household does not.

Getting a checker to say United States is the easy half. Hulu’s help page also names the kind of address it distrusts — “a VPN or VPS” — which is why cheap endpoints fail even when the country is right.

One clean result you can read is worth more than five you cannot. The order below exists so that when something fails, you know which layer failed — network, browser, account or rights.
Which plan the account is on — Hulu With Ads, Hulu Premium, a Disney+ bundle or Hulu + Live TV — and whether it is active. Check it on the account page first: if the plan does not include what you want, no connection adds it, and everything below would be wasted effort.

Bring the connection up and confirm that a checker reports the United States for IPv4 — and that no IPv6 address from stc, Mobily or Zain is showing. Only then open hulu.com, in a private window, so that no earlier decision about your location is sitting in a cookie.
Not Live TV, not 4K, not an add-on: a standard on-demand episode your plan includes, for a full minute. If it fails, the wording is the diagnosis — P-EDU101 and BYA-403-011 are Hulu’s location errors; “Your account is not valid in this region” or Error 16 on an iPhone points at the Apple Account country; a title missing from search is the licence. They feel the same at 1 a.m. and lead in three different directions.
If an ordinary episode plays and one particular title does not, the location part is working and the answer is the plan or the licence. Changing servers does not change a licence.

Each device hides something different, and none of them changes what Hulu checks. Start with a laptop browser and nothing else until it works; phones add an app store, and a television adds the store, cached data and the router. The four videos were recorded in December 2022: the connection steps still apply, and Hulu’s own screens have changed since.
No app store is involved, which is exactly why Windows comes first: the only moving parts are the connection, the public address and the browser’s cookies. Two Mac settings can send traffic past the connection you just brought up. If your Mac shows iCloud Private Relay — Apple has not offered it everywhere, and reports at its 2021 launch listed Saudi Arabia among the exceptions — switch it off for the test. And check IPv6 in the network settings: a Mac on stc or Mobily fibre usually has a Saudi IPv6 address, and Safari will prefer it. If Chrome plays and Safari refuses, one of those two is the reason.

Google Play offers apps by the account’s country, so a Saudi Google account will not list the Hulu app whatever the network is doing. Changing that country has consequences for existing purchases and subscriptions, so make it a deliberate decision, not a step in the middle of a test. Also exempt the connection app from battery optimisation — a tunnel that Android closes to save power looks exactly like a Hulu block.

Apple offers the app by Apple Account country, not by address, so a Saudi account will not show it. Changing the country affects subscriptions, rentals and Family Sharing, and Apple’s own conditions apply — never with invented details. Once the app is installed, turn Location Services off for Hulu during the first test and confirm the address in Safari first.

A television, streaming stick or console cannot run the connection itself, so it has to live on the router instead. Leave that for last. Prove the account in a browser before you change the network everyone in the house depends on — and on a compound network you may not be allowed to change the router at all.

Saudi Arabia keeps Arabia Standard Time all year: three hours ahead of UTC, with no daylight saving. U.S. Eastern time is seven hours behind Riyadh during the American summer and eight during the winter, and that shapes when things happen.
An 8 p.m. Eastern broadcast is 3 a.m. in Riyadh in the American summer and 4 a.m. in the winter. Live TV is not available abroad anyway, so plan around on-demand episodes, which Hulu adds after they air in the U.S.
Bring the connection up and check both addresses before the page or app opens. Connecting afterwards means the request Hulu judged came from Saudi Arabia, and that decision then sits in a cookie and confuses every later attempt.
Hulu asks for roughly 3 Mbps on demand, 8 Mbps for live streams and 16 Mbps for 4K. Test with the connection up: the number that matters is throughput to the United States, not to a server in Riyadh or Jeddah.
A stale location decision survives in cookies and produces the same answer whatever you fix. Clear hulu.com site data, or use a private window, before treating another attempt as evidence.
Switching servers mid-session makes the account look as if it is moving between American cities. Pick one connection, stay on it from sign-in to the last episode, and change it only between sessions.
Streaming apps raise the bitrate over the first minute or two. A soft picture in the first ten seconds after connecting says nothing about the line; judge quality after the second minute.
None of this makes Hulu certain, and we would rather say so than imply otherwise. What it does is make the result readable, so a failure points at the network, the browser, the account or the licence instead of at all four.
Hulu can keep selected titles on a phone or tablet. Three gates decide whether you can, and none of them is a network question.
Downloads exist only in the Hulu app on phones and tablets — not in a desktop browser, not on a television.
Offline downloads are a Hulu Premium (No Ads) feature. On an ad-supported plan the button is simply absent, and no connection brings it back.
Whether a title can be downloaded depends on its rights. Look for the download icon on the title’s page rather than assuming the whole catalogue behaves the same.
Start downloads with the residential U.S. IP up, exactly as with playback. They then sit in the app’s Downloads section and expire on Hulu’s schedule.
Worth doing at home over fibre before a flight or a long drive between cities. A downloaded episode needs no connection at all, which also takes the address question off the table for that hour.

It is not an option at home. Saudi Arabia approved Starlink on 13 May 2025 for aviation and maritime use, and residential Starlink is not sold in the Kingdom. Even where it is sold, Starlink’s addresses can geolocate unpredictably, which is the opposite of what a test needs.
No, and this is the one to be clearest about. Hulu says Live TV subscribers are “not able to stream in U.S. territories, on U.S. military bases, or internationally.” The live tier is tied to American local channels and to a home location in the U.S.
It can. Residential compounds, hotels, employers and universities often run their own networks and restrict outbound tunnels. If your setup works at home or on mobile data and fails there, the network is the difference, not Hulu.
VPN software is widely used and sold in Saudi Arabia and we are not aware of a ban on the tools themselves, but local rules about reaching blocked material are a separate matter and they change. Check locally rather than relying on this page. Hulu’s own terms, which ask you not to disguise your location, apply either way.

No shutdown date has been announced. Disney has been folding Hulu into the Disney+ app, and in 2026 told Variety it had no current plans to phase out the Hulu app. Standalone Hulu is still sold — its prices rose on 23 September 2026. Reports of a closure conflict with that, so treat them as unconfirmed.
