Short answer: Paramount+ is sold in 28 countries — the United States, Canada, Mexico, Australia, the UK, Ireland, France, Germany, Austria, Switzerland, Italy and 17 Latin American countries. In 22 more European countries its content is sold under the SkyShowtime name. If you are in one of them, you can subscribe locally and you do not need anything on this page to do it.
What is not sold anywhere else is the U.S. library. Paramount+’s U.S. terms tie a U.S. subscription to “the 50 states of the United States as well as the District of Columbia, and the U.S. Territories,” and the live sports — NFL on CBS, UFC, the Champions League, the Masters — are U.S. rights. If Paramount+ is not sold where you are — most of Asia, the Middle East, Africa, and since March 2026 Japan — the U.S. library is the only one there is to reach.
A residential U.S. IP presents a U.S. location to Paramount+. That is the network layer, and it is all it is. It is not a subscription, does not change your billing country, cannot create a U.S. account or a U.S. payment method, cannot override a licence or a blackout, and does not exempt you from Paramount+’s terms, which ask you not to use a VPN or conceal your location. Paramount+ can block any address at any time.
Paramount+ publishes its list, and the honest first step is to check it. Where you are decides which half of this page is yours.
If your country is in the top four rows: your Paramount+ (or SkyShowtime) works. The rest of this page is about the U.S. library — the sports, the release timing and the titles that did not come with the brand.
If your country is in the bottom rows: you have seen “Paramount+ … is coming soon” or “Paramount+ is available in select markets.” There is no local Paramount+ to subscribe to. The U.S. library is the only one there is, and reaching it means presenting a U.S. location — which is what the rest of this page is about, limits included.
The list changes. Paramount+ says it is “planning on adding new markets in the future” — and it also leaves them: Japan’s service ended on 31 March 2026. Check the list before you assume; it is linked in the Sources section below.

HBO Max lets a U.S. account travel to any country where it is sold. Paramount+ does not: its U.S. terms say “You will not be able to access the Service when travelling outside of the Territory.” Here is what that means row by row.

Paramount+ does not name a single VPN error the way HBO Max does. It does three things instead, and each one tells you which layer failed.
paramountplus.com, loaded from a country where Paramount+ is not sold, shows a sign-up-for-news page and the line “Paramount+ is available in select markets. Content varies by region and subject to change.” This is a location verdict, not a login problem.
Paramount+’s terms explain it: content “will vary depending on the rights available in your Territory,” and blackouts apply “based upon the city or region in which you are trying to access the Service.”
The same terms ask you not to use “a virtual private network (“VPN”) or otherwise … conceal your identity or location.” Read it twice: Paramount+ is saying, in its own voice, that it verifies location and that VPN addresses are the thing it looks for.
Why a residential IP is a different proposition. A data-centre VPN address sits in a range that belongs to a hosting company, and those ranges are what a streaming service checks for when it verifies a location. A residential U.S. IP is an ordinary consumer address on a U.S. ISP — the same kind of address a household in Ohio has. It is not in a hosting range, which is why it is not caught by the check that catches hosting ranges.
Why there is still no guarantee. Paramount+ says it “may use different technologies and methods to verify your location.” Its terms ask you not to do this at all. A residential IP is not an exemption from either fact; it is a different starting position. If you still see a location verdict with a residential IP connected, treat it as a real result — go to “Fix the layer that failed” below, not to another server.

The goal is one clean result you can interpret, so that if something fails you know which layer failed.
Before touching the network: which plan (Essential and Premium both carry NFL on CBS, UFC and the Champions League; only Premium carries your local CBS station, Showtime and downloads), how it is billed (Paramount+ direct, an app store, or a bundle such as Walmart+), and whether the thing you want to watch is actually included. A residential IP cannot fix an entitlement you don’t have.
Launch USip, select the U.S. residential connection, and confirm the public country reads United States before any Paramount+ page, app or sign-in screen loads. Keep the same address through sign-in and playback.
A private window, on a computer. Paramount+ stores country and device state in cookies and cached data; an old session can hand it your previous location. Sign in fresh. Do not restore tabs.
A standard series episode included in your plan. If that plays, the network, browser and basic account path are working. Only then try a live game, a new release, or a TV app — each of those has its own reason to fail that has nothing to do with the network.
If the plain title plays and the special thing doesn’t, the answer is in the rights — regional licence, release window, plan entitlement, blackout — not in the connection. Changing servers will not change a licence.

Private window. Old cookies carry old countries.
Account country, plan, billing route, bundle activation, ZIP code. A valid login with the wrong billing route has no entitlement.
A standard on-demand title in your plan. If it plays, layers 1–3 are fine.
If plain playback works and one thing doesn’t, that is a licence, a release window, a plan entitlement or a blackout. Not the network.
App version, app-store country, device activation, downloads, saved region. Reinstalling without checking store country reproduces the same result.
Store state and router location survive a network change. Prove the account in a computer browser first.

The U.S. library — NFL on CBS, UFC, the Champions League, U.S. release dates and titles licensed elsewhere in your country — stays in the United States. A residential U.S. IP presents a U.S. location to Paramount+; it does not change your account, plan or billing, and Paramount+ can decline any address.
