Bezeq, HOT, Partner, Cellcom
What Paramount+ sees from an Israeli connection
Whichever company runs your line, your devices go online with an Israeli public address, and that address is where a streaming service starts when it works out your location. A faster package improves the picture; it never changes the country.
| How you connect | The official picture | What Paramount+ sees |
|---|
| Fibre to the home | About 2.9 million homes can get Bezeq fibre, about 2.4 million IBC fibre and about 1.1 million Partner fibre, according to a Ministry of Communications opinion dated 23 February 2026 | An Israeli address |
| Home internet contracts | The same document’s market-share table, as of 31 December 2025, names Bezeq, HOT, Partner and Cellcom; the public copy blanks out the shares | An Israeli address, whichever of them you are with |
| Mobile data and hotspots | Three mobile networks, the State Comptroller reported in July 2024: Pelephone’s own, PHI (shared by Partner and HOT Mobile) and CMG (shared by Cellcom and Wecom Mobile) | An Israeli address, often with an IPv6 one beside it |
| Office, campus or hotel Wi-Fi | The employer, university or hotel | An Israeli address, behind rules that can stop OpenVPN Connect |
| Any of these, with USip connected | USip, running over your existing line | One U.S. household address, which Paramount+ can still refuse |
The same State Comptroller report puts 88% of mobile customers with the five network companies in December 2022, and 12% with virtual operators — the newest official split we found. Every row but the last hands Paramount+ an Israeli address, whatever the speed or the brand.
Two practical points follow. First, many lines give a device an IPv6 address as well as an IPv4 one, and a browser may use either. If your U.S. connection covers only IPv4, the IPv6 route still leads back to Bezeq, HOT, Partner or Cellcom, which is why the check reads both lines. Second, a workplace or campus network can stop the USip connection before Paramount+ sees anything. If the check fails there, repeat it once on mobile data or your home line before drawing conclusions.
Fibre figures count homes each network can reach, not homes that use it. The Ministry document is a redacted public version; the State Comptroller’s customer split is for December 2022.
