Watching Hulu in Romania: What Actually Works

Short answer: two things carry the Hulu name in Romania and only one of them is American. The local one is a hub inside Disney+, renamed from Star on 8 October 2025, licensed for Romania. Hulu’s own help pages say a subscription “is intended for use by members of a single U.S. household,” that “The videos on Hulu are only available in the U.S.,” and that Hulu “doesn’t work with anonymizers or proxy services.”

Romania has some of the fastest domestic broadband in Europe, which makes it a clean place to demonstrate that this is a location problem and not a speed one.

From Bucharest, Cluj-Napoca, Timișoara, Iași or Constanța, hulu.com does not load Hulu at all: every hulu.com address hands you to Disney+, and the Hulu app answers with its own location error — P-EDU101, “You appear to be using an anonymous proxy tool.” A residential U.S. IP presents the U.S. location Hulu’s rules are written for — for a U.S. subscriber travelling in Romania, or anyone whose U.S. plan already includes what they want to watch.

That is the whole of what it does. No Hulu subscription is included, no U.S. card is issued, no account is opened, no billing country changes and no Live TV home network is set. Hulu’s rules still apply in full: it says it “cannot support the use of VPNs or proxies,” and it can block-list any address it decides is one.

What actually carries the Hulu name in Romania

Two different things carry the Hulu name in Romania, and only one of them is the service this page is about. U.S. Hulu — hulu.com, the Hulu app, Hulu + Live TV — is sold in the United States only. Hulu’s help centre says a subscription “is intended for use by members of a single U.S. household,” that you “will need a U.S.-issued form of payment when you sign up,” and that “The videos on Hulu are only available in the U.S.” The sign-up requirements begin with “To be located within the U.S.”

Hulu inside Disney+ in Romania is something else. Disney+ launched in Romania on 14 June 2022. It launched with the Star hub already inside it; on 8 October 2025 Disney renamed that hub Hulu. Disney calls Hulu its “global General Entertainment brand on Disney+”; the hub carries the general-entertainment titles Disney licenses for Romania — some of them Hulu originals — under a Disney+ subscription. It is not the U.S. Hulu library, it has no Hulu app of its own in Romania, and it has no Hulu + Live TV.

From Romania the behaviour is consistent. hulu.com never renders a Hulu page — every address is handed to Disney+ — and the app returns P-EDU101, “You appear to be using an anonymous proxy tool.” The address is the first thing checked and not the last: browser location permission, phone GPS, old cookies, the app-store country and the account’s ZIP code all feed the same decision, and Live TV adds the registered home network on top. The test further down separates them.

Hulu has no travel mode. HBO Max lets a U.S. account travel to the countries where it is sold; Hulu’s help centre lists “You are accessing Hulu from outside the United States” as the first cause of its proxy error.

Same name on two continents, two different libraries

Since 8 October 2025 the word Hulu appears inside Disney+ in Romania and inside Disney+ in the United States. They are not the same thing, and a residential U.S. IP does not turn one into the other.

The former Star hub, renamed

Disney+ launched in Romania on 14 June 2022. It launched with the Star hub already inside it; on 8 October 2025 Disney renamed that hub Hulu. Disney’s release calls Hulu “the global General Entertainment brand on Disney+”; the hub holds the general-entertainment titles Disney licenses for Romania — the same catalogue the Star hub held the day before. Some Hulu originals are in it, under the rights Disney holds for Romania; the U.S. Hulu library as a whole is not, because Hulu’s rights are U.S.-only whichever app serves them.

Hulu’s help centre: “Eligible subscribers with a Hulu or Hulu Premium plan, bundle plan, or Hulu + Live TV plan (billed directly by Hulu) can stream select content from Hulu on the Disney+ app or website.” “Can I still use the Hulu app or website? Yes!” Disney says the one-app experience arrives “by the end of the calendar year” and that there are “no current plans to sunset the Hulu app”; the Hulu app left Nintendo Switch on 5 February 2026 and still works everywhere else.

The location, not the library

It presents the U.S. location that hulu.com, the Hulu app and the U.S. Hulu tile all check. It does not add the U.S. Hulu library to a Disney+ account in Romania, does not convert a Disney+ subscription in Romania into a U.S. one, and does not change which Disney+ catalogue your login is entitled to — that follows the account’s country and billing, which are Disney’s.

EU portability is about Disney+, not Hulu. The EU’s portability rules let a subscription bought in one member state be used temporarily in another — they cover Disney+ in Romania. They say nothing about U.S. Hulu, which is not sold in the EU at all.

The practical rule. Prove the Hulu app or hulu.com in a private desktop browser first. Then, if your U.S. plan is billed by Hulu, sign in to Disney+ with the same MyDisney email and open the Hulu tile — a second door to the same U.S.-only library, under the same location check.

Launch USip, select the U.S. residential connection, and confirm the public country reads United States before any Hulu page, app or sign-in screen loads. Start with the account, not the connection. Which plan is it, who bills it — Hulu directly, Disney, or an app store — and does that plan include the thing you want to watch? Hulu’s sign-up rules require “a U.S.-issued form of payment,” and no address changes an entitlement you never had.

Use a computer and a private window. Old hulu.com cookies carry an old location decision, and so do cookies from Disney+ in Romania or a local streaming app. There is one Hulu-specific wrinkle worth knowing: Hulu names private mode itself as something its check can mistake for a proxy, so if the private window returns P-EDU101, try once more in a normal window with hulu.com cookies cleared and the browser’s location permission revoked.

Start where you can see what happened. A computer browser shows you the public IP, the cookies and the exact error; a television shows you none of that. Prove it there first, then carry the same connection to whatever you actually watch on in Romania.

For anything that cannot run the client — a Smart TV, an Apple TV, a Fire TV stick, a Roku — put the connection on the router instead. The price is rarely what stops people in Romania. The payment method is, and it is worth reading Hulu’s wording on that before anything else.

Hulu’s own causes: accessing Hulu from outside the United States, a VPN or VPS, an unsupported third-party app, a browser in private mode, or an IP address “block listed because of previous anonymous proxy use.”

How do I pay for Hulu from Romania?

Hulu lists three routes: “U.S. based credit or debit cards” (American Express, Visa, Mastercard, Discover), PayPal, and gift cards “available at select retail outlets” that you redeem “online at hulu.com/gift or on your Account page.” A card issued in Romania is not a U.S. based card, hulu.com/gift needs a U.S. location like every hulu.com page, and a gift balance is not a payment method — the account “will automatically cancel after the entire amount on the gift card is used” unless one is added. Why is the Hulu app missing from my app store?

Because app availability follows the store account’s country, not the connection. The Hulu app is listed in the U.S. App Store and U.S. Google Play. Is any of this against the rules?

Two different questions. VPN software itself is legal in Romania. Can my local Disney+ subscription become a Hulu one?

No. A Disney+ login shows the catalogue for the country the account belongs to, wherever you connect from, and the Hulu hub inside it comes with that catalogue. The U.S. Hulu library needs a U.S. Hulu plan; the Hulu tile inside U.S. Disney+ needs a U.S. plan “billed directly by Hulu.”

Why is the local catalogue so much smaller?

Disney+ arrived here in June 2022, several years after Western Europe, so there are fewer legacy acquisitions behind the hub. That is a licensing history, not something a connection changes.
