Short answer: two things carry the Hulu name in Hungary and only one of them is American. The local one is a hub inside Disney+, renamed from Star on 8 October 2025, licensed for Hungary. Hulu’s own help pages say a subscription “is intended for use by members of a single U.S. household,” that “The videos on Hulu are only available in the U.S.,” and that Hulu “doesn’t work with anonymizers or proxy services.”
Hungary got Disney+ in the June 2022 wave, so the Hulu tile has only ever sat on a catalogue that is three years old.
From Budapest, Debrecen, Szeged, Miskolc or Pécs, hulu.com does not load Hulu at all: every hulu.com address hands you to Disney+, and the Hulu app answers with its own location error — P-EDU101, “You appear to be using an anonymous proxy tool.” A residential U.S. IP presents the U.S. location Hulu’s rules are written for — for a U.S. subscriber travelling in Hungary, or anyone whose U.S. plan already includes what they want to watch.
That is the whole of what it does. No Hulu subscription is included, no U.S. card is issued, no account is opened, no billing country changes and no Live TV home network is set. Hulu’s rules still apply in full: it says it “cannot support the use of VPNs or proxies,” and it can block-list any address it decides is one.
Everything on this page rests on one distinction. U.S. Hulu is the American subscription — hulu.com, the Hulu app, Hulu + Live TV — and Hulu’s own help centre is unambiguous about where it is sold: a subscription “is intended for use by members of a single U.S. household,” you “will need a U.S.-issued form of payment when you sign up,” and “The videos on Hulu are only available in the U.S.” The first sign-up requirement is “To be located within the U.S.”
Hulu inside Disney+ in Hungary is something else. Disney+ launched in Hungary on 14 June 2022. It launched with the Star hub already inside it; on 8 October 2025 Disney renamed that hub Hulu. Disney calls Hulu its “global General Entertainment brand on Disney+”; the hub carries the general-entertainment titles Disney licenses for Hungary — some of them Hulu originals — under a Disney+ subscription. It is not the U.S. Hulu library, it has no Hulu app of its own in Hungary, and it has no Hulu + Live TV.
From Hungary, expect two behaviours and no Hulu page. The website redirects to Disney+ on every address; the app returns the anonymous-proxy error, P-EDU101. Location is decided from more than the IP — browser permission, GPS, cached cookies, app-store country, the ZIP on the account, and for Live TV the home network — which is why a single change rarely settles it and why the test below goes one layer at a time.
Hulu has no travel mode. HBO Max lets a U.S. account travel to the countries where it is sold; Hulu’s help centre lists “You are accessing Hulu from outside the United States” as the first cause of its proxy error.

The October 2025 rename put the same word on two different shelves. Knowing which shelf you are looking at answers most of the questions people arrive with.
It is the U.S. Hulu library shown inside Disney+, and it depends entirely on the plan behind it: Hulu says it is for plans “billed directly by Hulu.” A Disney+ subscription on its own never unlocks it, wherever the account is. Disney has said the merged app arrives “by the end of the calendar year” and the Hulu app stays.
Disney+ launched in Hungary on 14 June 2022. It launched with the Star hub already inside it; on 8 October 2025 Disney renamed that hub Hulu. Disney’s release calls Hulu “the global General Entertainment brand on Disney+”; the hub holds the general-entertainment titles Disney licenses for Hungary — the same catalogue the Star hub held the day before. Some Hulu originals are in it, under the rights Disney holds for Hungary; the U.S. Hulu library as a whole is not, because Hulu’s rights are U.S.-only whichever app serves them.
Changing the address changes one input to one check. It does not attach the U.S. Hulu library to a Disney+ account in Hungary, and it does not re-register a Disney+ subscription in Hungary as an American one — Disney decides that from the account, not from the network.
EU portability is about Disney+, not Hulu. The EU’s portability rules let a subscription bought in one member state be used temporarily in another — they cover Disney+ in Hungary. They say nothing about U.S. Hulu, which is not sold in the EU at all.
The practical rule. Prove the Hulu app or hulu.com in a private desktop browser first. Then, if your U.S. plan is billed by Hulu, sign in to Disney+ with the same MyDisney email and open the Hulu tile — a second door to the same U.S.-only library, under the same location check.

Change one thing at a time and the result means something. Change three and it means nothing — which is how most evenings on this subject are spent.
Launch USip, select the U.S. residential connection, and confirm the public country reads United States before any Hulu page, app or sign-in screen loads. Keep the same address through sign-in and playback — Hulu can check location again after sign-in. On a home line in Hungary that means every request, so if your ISP gives you IPv6, switch it off for the test.
Start with the account, not the connection. Which plan is it, who bills it — Hulu directly, Disney, or an app store — and does that plan include the thing you want to watch? Hulu’s sign-up rules require “a U.S.-issued form of payment,” and no address changes an entitlement you never had.
Use a computer and a private window. Old hulu.com cookies carry an old location decision, and so do cookies from Disney+ in Hungary or a local streaming app. There is one Hulu-specific wrinkle worth knowing: Hulu names private mode itself as something its check can mistake for a proxy, so if the private window returns P-EDU101, try once more in a normal window with hulu.com cookies cleared and the browser’s location permission revoked.
A standard episode included in your plan, for a full minute. If it plays, the network, browser and basic account path are working. Only then try the Hulu tile inside U.S. Disney+, Live TV or a TV app — each has its own reason to fail that has nothing to do with the network.
A plain title playing is the result you want. Anything that still fails after that is entitlement or rights, and no address changes either.

Three distinct behaviours, three different things to conclude. Learning to tell them apart saves the entire troubleshooting section below.
Two codes to recognise — P-EDU101 and BYA-403-011 — with a published list of causes behind them: being “outside the United States,” “using a VPN or VPS,” an unsupported app, private browsing, or an address already “block listed because of previous anonymous proxy use.” On an iPhone or iPad it arrives as Error 16 instead.
Hulu states the reason plainly — “We need to be able to determine which connections are originating domestically, and therefore we cannot support the use of VPNs or proxies.” It is telling you what it checks and what it is checking for.
There is no Hulu website to reach from Hungary. Every hulu.com URL redirects to Disney+, including the legal pages, and it happens before sign-in. That is a location decision and nothing else.
Read the cause list carefully. It names hosting ranges, not countries. That is why an ordinary U.S. household address behaves differently from a data-centre one — and why nobody honest will promise you an outcome, since Hulu decides what its own check accepts.

Devices differ in what they hide, not in what Hulu checks. The order below is cheapest-to-diagnose first, which from Hungary means a desktop browser and nothing else until it works.
For anything that cannot run the client — a Smart TV, an Apple TV, a Fire TV stick, a Roku — put the connection on the router instead. The profile comes from your USip account and imports into the usual client for each platform. Two Hulu rules sit on top of the network for TVs: the app-store country decides whether the Hulu app is offered at all — a Hungarian Apple Account or Google Play account will not list it — and Hulu + Live TV’s home network cannot be set “while connected to a mobile-wireless network, including mobile hotspots, or shared Wi-Fi networks.”
On iOS the store follows the Apple Account’s country and ignores the address entirely. Changing that country has consequences worth reading first — subscriptions, credit, rentals, family sharing — and Apple publishes what has to be settled before it will let you. No app store is involved: Hulu runs in a browser, so the first test isolates the OpenVPN connection, the public IP and the browser state. Then import the profile, verify the public address, and try a private window — and if Chrome plays while Safari refuses, Private Relay or Safari’s per-site location permission is the reason, not the connection.

Two separate facts: what Hulu charges, and what Hulu will take. The first is arithmetic; the second is a rule, and the rule is the harder of the two in Hungary.
On the figures. We keep one copy of Hulu’s plans and prices rather than twenty-three: the tables are on the hub and are checked against Hulu’s plans page, which is the authority whenever the two disagree. One thing worth saying here: there is no free trial on Hulu (With Ads) or Hulu Premium — Hulu limits trials to “the Hulu + Live TV, Disney+, and ESPN plan.”
Hulu’s own list, in its own words: “We accept U.S. based credit or debit cards like: American Express, Visa, Mastercard, Discover.” PayPal is added separately — “You can also use PayPal to pay for Hulu” — and gift cards are the third route. Nothing issued in Hungary is on that list.
Gift cards are U.S. retail products redeemed at hulu.com/gift — itself a hulu.com page, with the same location check as the rest of the site. And Hulu says an account funded that way “will automatically cancel after the entire amount on the gift card is used” unless a payment method is added first.

Close Hulu, open a private window, confirm the public IP reads United States, and try again. If hulu.com still hands you to Disney+ or the app still answers P-EDU101 with the residential IP connected, treat that as a real result: check the account, the app-store region and the plan before you touch the network again. Hulu can block-list any address it chooses.
Some of them, by coincidence of licensing, and not most. Disney made Hulu its “global General Entertainment brand on Disney+” on 8 October 2025 and renamed the Star hub. What sits under the name is what Disney licenses locally; U.S. Hulu’s catalogue was bought under U.S. contracts and does not travel with the word.
Hulu prices in U.S. dollars and changes them on its own schedule — the standard plans rose in October 2025 and the ESPN bundles on 20 August 2026. Rather than repeat a figure that goes stale, the current tables are kept on the hub and checked against Hulu’s plans page. One point worth knowing: there is no free trial on the standard plans.
Hulu’s way of saying it did not accept where the request came from: “Error playing this video. You appear to be using an anonymous proxy tool,” codes P-EDU101 and BYA-403-011, or Error 16 on iOS. Hulu publishes the causes itself — being outside the United States, a VPN or VPS, an unsupported app, private browsing, or an address “block listed because of previous anonymous proxy use.”
Because Hulu checks the request, not the history of the account. Its help centre lists “You are accessing Hulu from outside the United States” as the first cause of the anonymous-proxy error, and says subscribers “are able to stream anywhere in the U.S. — including Puerto Rico and U.S. military bases.” Live TV is stricter again: “not able to stream in U.S. territories, on U.S. military bases, or internationally.”
Because Hulu names what it looks for: “a VPN or VPS,” meaning hosting ranges, and addresses “block listed because of previous anonymous proxy use.” A residential U.S. IP is an ordinary household address on a U.S. ISP, so it is a different kind of thing rather than a better trick — and Hulu still decides what its check accepts.
Yes. Some hotels, offices, universities and public hotspots restrict VPN protocols or throttle video. If the test fails there, repeat it on home broadband from Magyar Telekom, One (formerly Vodafone) and Digi or on a mobile hotspot before you draw a conclusion — and switch off IPv6 on the home line for the test, so that no request leaves outside the U.S. route.
Disney+ arrived here in June 2022, several years after Western Europe, so there are fewer legacy acquisitions behind the hub. That is a licensing history, not something a connection changes.
