Short answer: two things carry the Hulu name in France and only one of them is American. The local one is a hub inside Disney+, renamed from Star on 8 October 2025, licensed for France. Hulu’s own help pages say a subscription “is intended for use by members of a single U.S. household,” that “The videos on Hulu are only available in the U.S.,” and that Hulu “doesn’t work with anonymizers or proxy services.”
France has the strongest local streaming competition in Europe, and the question here is usually a comparison — what is on the Hulu tile versus what is already on a French service.
From Paris, Lyon, Marseille, Toulouse, Bordeaux or Lille, hulu.com does not load Hulu at all: every hulu.com address hands you to Disney+, and the Hulu app answers with its own location error — P-EDU101, “You appear to be using an anonymous proxy tool.” A residential U.S. IP presents the U.S. location Hulu’s rules are written for — for a U.S. subscriber travelling in France, or anyone whose U.S. plan already includes what they want to watch.
That is the whole of what it does. No Hulu subscription is included, no U.S. card is issued, no account is opened, no billing country changes and no Live TV home network is set. Hulu’s rules still apply in full: it says it “cannot support the use of VPNs or proxies,” and it can block-list any address it decides is one.

Hulu inside Disney+ in France is something else. Disney+ launched in France on 7 April 2020. Star arrived as a hub inside Disney+ in France in February 2021; on 8 October 2025 Disney renamed that hub Hulu. Disney calls Hulu its “global General Entertainment brand on Disney+”; the hub carries the general-entertainment titles Disney licenses for France — some of them Hulu originals — under a Disney+ subscription. It is not the U.S. Hulu library, it has no Hulu app of its own in France, and it has no Hulu + Live TV.
From France the behaviour is consistent. hulu.com never renders a Hulu page — every address is handed to Disney+ — and the app returns P-EDU101, “You appear to be using an anonymous proxy tool.” The address is the first thing checked and not the last: browser location permission, phone GPS, old cookies, the app-store country and the account’s ZIP code all feed the same decision, and Live TV adds the registered home network on top. The test further down separates them.
Hulu has no travel mode. HBO Max lets a U.S. account travel to the countries where it is sold; Hulu’s help centre lists “You are accessing Hulu from outside the United States” as the first cause of its proxy error.

Hulu is unusual: it documents its location error, names the causes, and explains the reason. Three things it does from France, and what each one tells you.
hulu.com, loaded from France, never shows a Hulu page. Every address — the home page, the plans, the Subscriber Agreement — is handed to disneyplus.com. It is a location verdict, not a login problem, and it happens before any password is typed.
Codes P-EDU101 and BYA-403-011. Hulu’s own causes: “You are accessing Hulu from outside the United States,” “You are using a VPN or VPS,” an unsupported third-party app, “a browser in private mode” or an anonymising program, and an IP address “block listed because of previous anonymous proxy use.” On iPhone and iPad the same verdict is Error 16 or “Your account is not valid in this region.”
Hulu’s explanation, in full: “We need to be able to determine which connections are originating domestically, and therefore we cannot support the use of VPNs or proxies.” Read it twice: Hulu is saying, in its own voice, that it verifies location and that proxy and VPN ranges are the thing it looks for.
Why a residential IP is a different proposition — and still no guarantee. A data-centre VPN address sits in a hosting-company range — the “VPN or VPS” Hulu’s help page names — and those ranges are what its check is built to catch. A residential U.S. IP is an ordinary consumer address on a U.S. ISP, so it is not caught by the check that catches hosting ranges. Hulu still says it “cannot support the use of VPNs or proxies,” block-lists addresses and decides what its check accepts.

The goal is one clean result you can interpret, so that if something fails you know which layer failed — the network, the browser, the account or the rights.
Start with the account, not the connection. Which plan is it, who bills it — Hulu directly, Disney, or an app store — and does that plan include the thing you want to watch? Hulu’s sign-up rules require “a U.S.-issued form of payment,” and no address changes an entitlement you never had.
Launch USip, select the U.S. residential connection, and confirm the public country reads United States before any Hulu page, app or sign-in screen loads. Keep the same address through sign-in and playback — Hulu can check location again after sign-in. On a home line in France that means every request, so if your ISP gives you IPv6, switch it off for the test.
Use a computer and a private window. Old hulu.com cookies carry an old location decision, and so do cookies from Disney+ in France or a local streaming app. There is one Hulu-specific wrinkle worth knowing: Hulu names private mode itself as something its check can mistake for a proxy, so if the private window returns P-EDU101, try once more in a normal window with hulu.com cookies cleared and the browser’s location permission revoked.
A standard episode included in your plan, for a full minute. If it plays, the network, browser and basic account path are working. Only then try the Hulu tile inside U.S. Disney+, Live TV or a TV app — each has its own reason to fail that has nothing to do with the network.
The wording is the diagnostic. A Disney+ redirect, “P-EDU101,” “Error 16,” or an ordinary playback failure all mean different things and have different fixes. A note saying “it didn’t work” cannot be acted on; one line of the real message usually can.
If the plain title plays and the special thing doesn’t, the answer is in the account or the rights — plan, billing route, home network, licence — not in the connection. Changing servers will not change a licence.

The October 2025 rename put the same word on two different shelves. Knowing which shelf you are looking at answers most of the questions people arrive with.
Disney+ launched in France on 7 April 2020. Star arrived as a hub inside Disney+ in France in February 2021; on 8 October 2025 Disney renamed that hub Hulu. Disney’s release calls Hulu “the global General Entertainment brand on Disney+”; the hub holds the general-entertainment titles Disney licenses for France — the same catalogue the Star hub held the day before. Some Hulu originals are in it, under the rights Disney holds for France; the U.S. Hulu library as a whole is not, because Hulu’s rights are U.S.-only whichever app serves them.
It is the U.S. Hulu library shown inside Disney+, and it depends entirely on the plan behind it: Hulu says it is for plans “billed directly by Hulu.” A Disney+ subscription on its own never unlocks it, wherever the account is. Disney has said the merged app arrives “by the end of the calendar year” and the Hulu app stays.
Changing the address changes one input to one check. It does not attach the U.S. Hulu library to a Disney+ account in France, and it does not re-register a Disney+ subscription in France as an American one — Disney decides that from the account, not from the network.
EU portability is about Disney+, not Hulu. The EU’s portability rules let a subscription bought in one member state be used temporarily in another — they cover Disney+ in France. They say nothing about U.S. Hulu, which is not sold in the EU at all.
The practical rule. Prove the Hulu app or hulu.com in a private desktop browser first. Then, if your U.S. plan is billed by Hulu, sign in to Disney+ with the same MyDisney email and open the Hulu tile — a second door to the same U.S.-only library, under the same location check.

The desktop is the first test: no mobile GPS, no TV app store, no router configuration. Once Hulu plays in a private browser with the U.S. connection from France, move the same connection to a phone, a Smart TV, a streaming stick or a router.
The OpenVPN setup remains supported: download the current connection profile from your USip account, import it into the recommended client for the device and connect before opening Hulu. Then import the profile, verify the public address, and try a private window — and if Chrome plays while Safari refuses, Private Relay or Safari’s per-site location permission is the reason, not the connection.

On Android the IP address and the Google Play country are separate checks: the Hulu app is not offered to Google Play account, however correct the connection is. Google’s Play country rules allow one change every 90 days and Play balance does not transfer. Connect and confirm the public IP before opening Google Play or Hulu.

Two things people get wrong. There is no free trial on Hulu (With Ads) or Hulu Premium — Hulu says trials “are currently available for the Hulu + Live TV, Disney+, and ESPN plan” only, for people who have not subscribed in the past 12 months. Hulu’s payment-options page: “We accept U.S. based credit or debit cards like: American Express, Visa, Mastercard, Discover.” A card issued in France is not one of them, and Hulu’s international page adds that “you will need a U.S.-issued form of payment when you sign up.”
That is the whole of what Hulu says. Whether a PayPal account registered in France is accepted is decided by Hulu at checkout — not something this page, or USip, can promise.
