How to Watch Hulu in Croatia

Short answer: there is no Hulu subscription to buy in Croatia. What you can see in Croatia is a Hulu-branded hub inside Disney+, holding the titles Disney licenses for Croatia — the same shelf that was called Star until 8 October 2025. Hulu’s own help pages say a subscription “is intended for use by members of a single U.S. household,” that “The videos on Hulu are only available in the U.S.,” and that Hulu “doesn’t work with anonymizers or proxy services.”

Croatia is a heavily seasonal market — a lot of this question is asked by visitors, not residents, and the answer for a visitor is different.

The symptom is consistent from Zagreb, Split, Rijeka, Osijek or Zadar: hulu.com redirects to Disney+ before any password is typed, and the app returns P-EDU101, “You appear to be using an anonymous proxy tool.” Neither is a fault on your device. Both are location decisions, which is the one layer a residential U.S. address addresses.

One layer, no more. It does not sell you Hulu, does not supply the “U.S.-issued form of payment” sign-up requires, does not open an account and does not override Hulu’s own rules, which say plainly that Hulu “cannot support the use of VPNs or proxies.”

What actually carries the Hulu name in Croatia

The word Hulu is doing two jobs in Croatia. One of them is the American subscription this page is about: hulu.com, the Hulu app and Hulu + Live TV, sold in the United States and nowhere else. Hulu says so itself — the subscription “is intended for use by members of a single U.S. household,” sign-up needs “a U.S.-issued form of payment,” and “The videos on Hulu are only available in the U.S.”

Hulu inside Disney+ in Croatia is something else. Disney+ launched in Croatia on 14 June 2022. It launched with the Star hub already inside it; on 8 October 2025 Disney renamed that hub Hulu. Disney calls Hulu its “global General Entertainment brand on Disney+”; the hub carries the general-entertainment titles Disney licenses for Croatia — some of them Hulu originals — under a Disney+ subscription. It is not the U.S. Hulu library, it has no Hulu app of its own in Croatia, and it has no Hulu + Live TV.

From Croatia, hulu.com does not show a Hulu page: every address hands you to Disney+. The Hulu app answers with its own error instead — P-EDU101, “You appear to be using an anonymous proxy tool.” The public IP is the first check, but not the only one: Hulu also reads browser location permission, mobile GPS, cookies from an earlier session, the app-store country and the ZIP code on the account — and for Hulu + Live TV, the registered home network. The test below isolates one layer at a time.

Hulu has no travel mode. HBO Max lets a U.S. account travel to the countries where it is sold; Hulu’s help centre lists “You are accessing Hulu from outside the United States” as the first cause of its proxy error.

The former Star hub, renamed

Disney+ launched in Croatia on 14 June 2022. It launched with the Star hub already inside it; on 8 October 2025 Disney renamed that hub Hulu. Disney’s release calls Hulu “the global General Entertainment brand on Disney+”; the hub holds the general-entertainment titles Disney licenses for Croatia — the same catalogue the Star hub held the day before. Some Hulu originals are in it, under the rights Disney holds for Croatia; the U.S. Hulu library as a whole is not, because Hulu’s rights are U.S.-only whichever app serves them.

What the U.S. tile actually is

An entitlement, not a feature

It is the U.S. Hulu library shown inside Disney+, and it depends entirely on the plan behind it: Hulu says it is for plans “billed directly by Hulu.” A Disney+ subscription on its own never unlocks it, wherever the account is. Disney has said the merged app arrives “by the end of the calendar year” and the Hulu app stays.

The part a connection can and cannot reach

Changing the address changes one input to one check. It does not attach the U.S. Hulu library to a Disney+ account in Croatia, and it does not re-register a Disney+ subscription in Croatia as an American one — Disney decides that from the account, not from the network.

EU portability is about Disney+, not Hulu. The EU’s portability rules let a subscription bought in one member state be used temporarily in another — they cover Disney+ in Croatia. They say nothing about U.S. Hulu, which is not sold in the EU at all.

Before touching the network: which plan (Hulu With Ads, Hulu Premium, a Disney+ bundle, or Hulu + Live TV), how it is billed (Hulu direct, Disney-billed, or an app store) and — for Live TV — whether the home network is set.
