Start with the thing that makes Malaysia different from most countries we write about: you may already have something called Hulu. On 9 October 2025 Disney+ Hotstar Malaysia became plain Disney+, and the tile that used to be called Star was renamed Hulu on the same day, as part of a worldwide rebrand that took effect on 8 October 2025.
That tile is included in the Disney+ subscription you may already pay for — and it is not the U.S. Hulu service. It carries what Disney licenses for Malaysia, largely the old Star catalogue under a new name. Most of what sits on U.S. Hulu is licensed for the United States only, so the branding travelled and the library largely stayed put. Check the tile first; it costs nothing and it may end the question.
If the title you want is on U.S. Hulu specifically, that is a separate service sold only in the United States — Hulu’s help pages say “The videos on Hulu are only available in the U.S.” and that a subscription “is intended for use by members of a single U.S. household.” A residential U.S. IP changes the address Hulu reads. It does not change the account or the payment method, and this page keeps those apart.
Most countries have to be told that Hulu does not exist locally. Malaysia is the opposite case: something called Hulu is already there, which makes the distinction more important, not less.
Hulu’s standalone service covers the United States and certain of its territories. Sign-up requires you “To be located within the U.S.” and “a U.S.-issued form of payment.” On-demand subscribers “are able to stream anywhere in the U.S. — including Puerto Rico and U.S. military bases”; Live TV subscribers are “not able to stream in U.S. territories, on U.S. military bases, or internationally.”
Disney+ Hotstar Malaysia became plain Disney+ on 9 October 2025, and the Star tile became the Hulu tile the same day. It is included in the Disney+ subscription — Basic RM29.90 a month, Premium RM49.90, as of the December 2025 pricing — and it carries the titles Disney licenses for Malaysia.
Hulu’s Subscriber Agreement is the primary source worth reading here. It says “Only residents of the countries and territories where we offer the Services … are eligible to subscribe,” that the service is “only available in the United States and certain of its territories,” and that you “may not access the Services from locations where we do not have rights.” It also asks you not to use “any technology or technique to obscure or disguise your location.”

Hulu reads the public IP address the request arrives from, and every consumer connection in Malaysia supplies a Malaysian one. Kuala Lumpur, Petaling Jaya, Shah Alam, Johor Bahru, George Town, Ipoh, Melaka, Kota Kinabalu or Kuching — the providers differ, the conclusion does not.

Malaysia is a genuine outlier on one measure that matters here: around 65% of Malaysian users are IPv6-capable, among the highest rates anywhere. That is worth knowing before you test, because a tunnel that only carries IPv4 leaves your real Malaysian IPv6 address in plain view — and the service reads whichever it prefers.

Hulu’s help page lists an address “block listed because of previous anonymous proxy use” among the causes of its location error. A shared address inherits the behaviour of everyone else on it. That is a second, separate problem on top of the country — and it is the actual reason an ordinary residential address used by one household is a different starting position from a cheap shared endpoint.

Getting the country to read United States is the easy half. Hulu’s help page also names the kind of address it distrusts — “a VPN or VPS” — which is why most endpoints produce an ambiguous result rather than a useful one.

One result you can interpret beats five you cannot. The first step here is specific to Malaysia and it is free, so do not skip it.
Malaysia is the country where this step is not rhetorical. If the title you want is in the Hulu tile inside your existing Disney+ subscription, you already have it and nothing else here applies. If it is on U.S. Hulu specifically, that is a different service with a different catalogue, and the rest of these steps are for that case.
Which plan — Hulu With Ads, Hulu Premium, a Disney+ bundle, or Hulu + Live TV — how it is billed, and whether a home network was ever set. Hulu requires “a U.S.-issued form of payment” at sign-up, and a Malaysian card is not one however high its limit.
Use the Windows guide or Mac guide for the first run; Android and iOS afterwards. Connect, then check that a checker reports United States rather than Malaysia, and only then open hulu.com. On an IPv6-heavy Malaysian line, check that the IPv6 result agrees with the IPv4 one — if only one of them changed, the tunnel is leaking.
A standard episode included in the plan, for a full minute, in a private window. Not the Disney+ Hulu tile, not Live TV, not 4K. A single clean result is the point; anything more elaborate mixes in variables that have nothing to do with location.
P-EDU101 and BYA-403-011 are location errors. Error 16 or “Your account is not valid in this region” on an iPhone is an account-region problem. A declined card is a Bank Negara opt-in setting or a bank limit. Three different causes that feel the same in the moment, distinguishable only by the wording.
If an ordinary episode plays and something more elaborate does not, the answer is in the account or the rights — plan, billing route, home network, licence — not the connection. Changing servers does not change a licence, and a lot of time gets spent proving that.

Devices differ in what they conceal, not in what Hulu checks. Start on a computer, where the connection, the public address and the cookies are all visible at once — and where you can check the IPv6 result as well as the IPv4 one, which matters more here than almost anywhere given how much of Malaysia is IPv6-capable. Televisions and sticks come last.
No app store is involved, so a Windows browser isolates the connection, the public IP and the cookies and nothing else. Import your USip OpenVPN profile, connect, and then check both addresses — not just the IPv4 one. On an IPv6-capable Malaysian line a tunnel that only carries IPv4 leaves your real Malaysian IPv6 address visible, and the site reads whichever it prefers. iCloud Private Relay routes Safari through Apple’s own network, around whatever connection you have just established. Switch it off before testing rather than after. If Chrome plays and Safari refuses, Private Relay or Safari’s per-site location permission is the reason, and reconnecting will not touch it.

Google Play serves apps by account country, so a Malaysian Google account will not list the Hulu app whatever the network reports. Changing the store region has consequences for existing purchases and subscriptions — including the Disney+ subscription that already carries the Hulu tile — so treat it as its own decision. Exempt the VPN client from battery optimisation as well, because a dropped tunnel mid-episode is indistinguishable from a block.

Apple serves the app by Apple Account country, not by IP, so the Hulu app will not appear on a Malaysian account. Changing that country affects subscriptions, store credit, rentals and family sharing, and Apple’s own prerequisites come first — never with false details. Once installed, keep Location Services off for Hulu during the first test and confirm the public address in Safari beforehand.

Where a device cannot run the connection itself — a TV, an Astro box, a console — the connection has to live on the router. That is the final step. A unifi or Maxis router is also where an IPv6 leak is easiest to introduce and hardest to notice, so prove the account in a browser first.

Two separate things get confused here: whether your card can transact abroad at all, and whether Hulu will accept it. They have different answers.

The honest summary: a residential U.S. IP addresses the location requirement and nothing else. If you already hold a U.S. Hulu account, the location layer is the only one left and this page serves you well. If you do not, the payment requirement comes first, and no connection resolves it.
With a U.S. residential address in front of it, Hulu behaves like any other service and what remains is bandwidth, cached data and the app. Malaysian fixed lines are fast — the median download is well over 100 Mbps — so the usual culprit here is not speed.
Bring the connection up and confirm United States before the page or app loads. Connecting afterwards means the first request — the one Hulu judged — arrived from Malaysia, and that verdict then persists in a cookie.
This is the Malaysian-specific one. With around 65% of users IPv6-capable, an IPv4-only tunnel leaves the native IPv6 address exposed and the service may read that instead. If a checker shows United States for one protocol and Malaysia for the other, the tunnel is the problem, not Hulu.
A stale location decision survives in the cookie and returns the same answer no matter what you have fixed. Clear hulu.com data or use a private window before treating any second attempt as evidence.
If playback stalls after a reconnect, quit and reopen the tab or app so it re-resolves — then stop. Changing server, device and browser together guarantees an uninterpretable result.
None of this makes Hulu certain. It makes the outcome legible, so that a failure points at one layer instead of four.

Hulu can hold selected titles on a phone or tablet. Two gates decide whether it is available, and neither is about your connection.
Downloads exist only in the Hulu mobile and tablet apps on a current version — not in a desktop browser and not on a TV.
Offline downloads are a Hulu Premium (No Ads) feature. On an ad-supported plan the control is absent and no connection restores it.
Downloadability varies title by title with the rights. Look for the download icon on the title’s own page.
Start downloads with the residential U.S. IP up, as with playback. They then sit in the app’s Downloads section and expire on Hulu’s schedule.

Malaysia holds about 6.7 million public IPv4 addresses for some 35.8 million people — roughly one per five, against about 4.7 per person in the United States.
It changes what leaks. Around 65% of Malaysian users are IPv6-capable — one of the highest rates in the world, well above the global average. That matters because an IPv4-only tunnel leaves the native IPv6 address exposed, so a service can read a Malaysian IPv6 address alongside a U.S. IPv4 one. Check both before concluding your connection is working.
Hulu asks for “a U.S.-issued form of payment,” and a Malaysian-issued card is not one. Worth knowing separately: under a Bank Negara Malaysia mandate, Malaysian debit cards are blocked from online and overseas transactions by default unless the cardholder has expressly opted in. That catches people out on foreign sign-ups generally — though in Hulu’s case the issuing country is the obstacle regardless of the setting.
Those are domestic Malaysian rails and we have found no evidence that any U.S.-billed service accepts them. We are not going to guess in either direction — what is certain is that Hulu asks for a U.S.-issued payment method, which none of these is.

Fixed broadband is denser across the peninsula — Kuala Lumpur, Petaling Jaya, Shah Alam, Johor Bahru, George Town, Ipoh, Melaka — than in Sabah and Sarawak, where more connections are wireless or satellite. Kota Kinabalu and Kuching present a Malaysian address exactly as Kuala Lumpur does.
It gets the country wrong in a different way. Hulu’s help page names “a VPN or VPS” among the causes of its location error and also lists an address “block listed because of previous anonymous proxy use.” A shared data-centre address sits in exactly the hosting range that describes — the country can read United States while the address type is still wrong.
Disney has been migrating the former Hotstar-based apps in this region onto its global Disney+ app through 2026, and an October 2026 date has been reported for Malaysia. In the Philippines, where the same transition was covered in detail, profiles and viewing history were said not to carry over. We have not found a Malaysia-specific confirmation from Disney, so treat the date as reported rather than settled and check Disney+’s own help pages.
Disney has said it will fold Hulu into a unified Disney+ app during 2026, and the Hulu app on Nintendo Switch ended on 5 February 2026. Disney has also said it has no current plans to sunset the standalone app on the main platforms, no shutdown date has been announced, and standalone subscriptions are still being sold. The reporting genuinely conflicts, so we are leaving it open rather than picking a side.
