Short answer: Hulu is sold in one country. Its help pages say a subscription “is intended for use by members of a single U.S. household,” that “The videos on Hulu are only available in the U.S.,” and that Hulu “doesn’t work with anonymizers or proxy services.” From anywhere else, hulu.com does not even load — it redirects to Disney+’s “not available in your region” page. There is no Hulu UK or Hulu Australia, and Hulu Japan is another company.
In 2026 the same library has two doors: the Hulu app, and — for U.S.-billed subscribers — the Hulu tile inside Disney+. Disney says there are “no current plans to sunset the Hulu app”; it also says the one-app experience arrives “by the end of the calendar year.” Either door serves the United States only, and Hulu + Live TV adds a home-network rule on top.
A residential U.S. IP presents a U.S. location to Hulu. That is the network layer, and it is all it is. It is not a subscription, does not change your billing country, cannot create a U.S. account or the “U.S.-issued form of payment” Hulu requires, cannot set a home network, and does not exempt you from Hulu’s rules — Hulu says it “cannot support the use of VPNs or proxies” and can block-list any address.
Hulu does not publish a country list because it does not need one. Its help centre says a subscription “is intended for use by members of a single U.S. household,” that you “will need a U.S.-issued form of payment when you sign up,” and — in the article about its location error — that “The videos on Hulu are only available in the U.S.” The sign-up requirements begin with “To be located within the U.S.”
From outside the United States there is no Hulu page to see at all. Any hulu.com address, including the Subscriber Agreement, redirects to disneyplus.com and the line “Sorry, Disney+ is not available in your region.” The Hulu app answers with its own error instead — P-EDU101, “You appear to be using an anonymous proxy tool.”
The public IP is the first check, but not the only one. Hulu also reads browser location permission, mobile GPS, cookies from an earlier session, the app-store country and the ZIP code on the account — and for Hulu + Live TV, the registered home network. The test below isolates one layer at a time.
Hulu has no travel mode. HBO Max lets a U.S. account travel to the countries where it is sold; Hulu’s help centre lists “You are accessing Hulu from outside the United States” as the first cause of its proxy error. The next section shows what that means row by row.

HBO Max lets a U.S. account travel to any country where it is sold. Hulu publishes no travel allowance at all: its rules are written for the United States, and its location error names travel as a cause. Here is what that means row by row.

The last row is the honest one. A residential IP changes what Hulu thinks your location is. It does not make Hulu think you are someone else, it does not set a home network, and it does not make Hulu owe you a title it doesn’t hold the rights to show you.

Hulu is unusual: it documents its location error, names the causes, and explains the reason. Three things it does, and what each one tells you.
hulu.com, loaded from outside the United States, never shows a Hulu page. Every address — the home page, the plans, the Subscriber Agreement — lands on disneyplus.com/welcome/unavailable. This is a location verdict, not a login problem.
Codes P-EDU101 and BYA-403-011. Hulu’s own causes: “You are accessing Hulu from outside the United States,” “You are using a VPN or VPS,” an unsupported third-party app, “a browser in private mode” or an anonymising program, and an IP address “block listed because of previous anonymous proxy use.” On iPhone and iPad the same verdict is Error 16 or “Your account is not valid in this region.”
Hulu’s explanation, in full: “We need to be able to determine which connections are originating domestically, and therefore we cannot support the use of VPNs or proxies.” Read it twice: Hulu is saying, in its own voice, that it verifies location and that proxy and VPN ranges are the thing it looks for.

Why a residential IP is a different proposition. A data-centre VPN address sits in a range that belongs to a hosting company — the “VPN or VPS” Hulu’s help page names — and those ranges are what its check is built to catch. A residential U.S. IP is an ordinary consumer address on a U.S. ISP, the same kind of address a household in Ohio has. It is not in a hosting range, which is why it is not caught by the check that catches hosting ranges.
Why there is still no guarantee. Hulu says it “cannot support the use of VPNs or proxies,” block-lists addresses, and decides what its location check accepts. A residential IP is not an exemption from any of that; it is a different starting position. If you still see P-EDU101 with a residential IP connected, treat it as a real result — go to “Fix the layer that failed” below, not to another server.

The goal is one clean result you can interpret, so that if something fails you know which layer failed — the network, the browser, the account or the rights.
Before touching the network: which plan (Hulu With Ads, Hulu Premium, a Disney+ bundle, or Hulu + Live TV), how it is billed (Hulu direct, Disney-billed, or an app store) and — for Live TV — whether the home network is set. Hulu requires “a U.S.-issued form of payment.” A residential IP cannot fix an entitlement you don’t have.
Launch USip, select the U.S. residential connection, and confirm the public country reads United States before any Hulu page, app or sign-in screen loads. Keep the same address through sign-in and playback — Hulu can check location again after sign-in.
A private window, on a computer, with no old Hulu cookies. One Hulu-specific caveat: Hulu’s help page lists private/incognito mode among the things its system can mistake for an anonymous proxy — if a private window answers P-EDU101, repeat once in a normal window after clearing hulu.com cookies and revoking Hulu’s browser location permission.
A standard episode included in your plan, for a full minute. If it plays, the network, browser and basic account path are working. Only then try the Hulu tile inside Disney+, Live TV or a TV app — each has its own reason to fail that has nothing to do with the network.
If the plain title plays and the special thing doesn’t, the answer is in the account or the rights — plan, billing route, home network, licence — not in the connection. Changing servers will not change a licence.

The country can be right and the address type still wrong. Hulu’s own wording — “a VPN or VPS,” addresses “block listed because of previous anonymous proxy use” — is the reason the third row fails and the fourth does not.

You are not limited to one device, but the desktop is the first test: no mobile GPS, no TV app store, no router configuration. Once Hulu plays in a private browser with the U.S. connection, move the same connection to a phone, a Smart TV, a streaming stick or a router.
The OpenVPN setup remains supported. Download the current connection profile from your USip account, import it into the recommended OpenVPN client for the device and connect before opening Hulu.
For Smart TV, Apple TV, Fire TV and Roku, use a router that carries the U.S. connection when the device cannot run the app itself. Two Hulu rules sit on top of the network for TVs: the app-store country decides whether the Hulu app is offered at all, and Hulu + Live TV’s home network cannot be set “while connected to a mobile-wireless network, including mobile hotspots, or shared Wi-Fi networks.”
Windows is the easiest place to start because no app store is involved. Hulu runs in a browser, so the first test isolates the OpenVPN connection, public IP and browser state.
If a location error remains: close the private window, clear hulu.com cookies, revoke Hulu’s browser location permission and repeat the test.
A Mac also works best through a browser, but iCloud Private Relay can send Safari traffic through Apple’s network instead of the OpenVPN route.
If Chrome works but Safari does not: check Private Relay and Safari’s per-site location permission before changing the IP connection.
On Android, the IP address and Google Play country are separate checks. Hulu may be absent from a non-U.S. store even after the OpenVPN connection is correct.
If the download stalls: force-stop Google Play, clear its cache and reopen it while connected. Do not repeatedly change the network layer once the public IP is confirmed.
Apple serves the Hulu app according to the Apple Account country, not the IP address alone. Changing that country can affect subscriptions, store credit, rentals and family sharing.
If the app keeps the old location: force-close Hulu, reopen it while the OpenVPN connection is active and recheck its Location Services permission.

A working Hulu sign-in proves you have a Hulu login. It does not prove the plan includes the thing you want, that a bundle is activated, that the Disney+ door is open, or that Live TV has a home network. Check the entitlement before you check the network.
The account has its own plan, profiles and ZIP code, and needs “a U.S.-issued form of payment.” Hulu-billed plans are also the ones that can stream the Hulu library inside Disney+.

Two things people get wrong. There is no free trial on Hulu (With Ads) or Hulu Premium — Hulu says trials “are currently available for the Hulu + Live TV, Disney+, and ESPN plan” only, for people who have not subscribed in the past 12 months. And “No Ads” is Hulu’s wording, not a promise: Hulu Premium “excludes a few shows that play with ads before and after the video,” and live and linear programming inside the bundles carries ads.
The price changes on their own. Hulu raised the standard plans in October 2025 and the ESPN bundles on 20 August 2026, with existing subscribers moved “on or after September 17, 2026.” Hulu’s plans page is the authority; this page is right as of September 7, 2026.

The biggest Hulu fact of 2026 is not a price. It is that the same library now has two doors, and that Disney has said two different things about how long the first one stays open.
Bob Iger, February 2026: the one-app experience is coming “sometime by the end of the calendar year,” and “consumers will always be able to buy Disney+ or Hulu on its own.” Disney to Variety, May 2026: “there are no current plans to sunset the Hulu app.” Business Insider, 29 May 2026: an internal plan, Project Gemini, to decommission the Hulu app “after all users have transitioned.”
Hulu’s help centre: “Eligible subscribers with a Hulu or Hulu Premium plan, bundle plan, or Hulu + Live TV plan (billed directly by Hulu) can stream select content from Hulu on the Disney+ app or website.” “Can I still use the Hulu app or website? Hulu has several places to fail and they look alike from the outside. The cheapest tests come first, and each one rules out a layer.
Does the public IP read United States before Hulu loads? If not, nothing below matters.
Private window first. If it answers P-EDU101, a normal window with hulu.com cookies cleared — Hulu says private mode can be mistaken for a proxy.
Browser location permission, GPS on a phone, a Wi-Fi HTTP proxy setting or a configuration profile on iOS. Hulu reads these after the IP.
Plan, billing route, bundle activation, the “U.S.-issued form of payment,” the ZIP code. A valid login with the wrong billing route has no entitlement.
A standard on-demand title in your plan, for a minute. If it plays, layers 1–4 are fine.
If plain playback works and one thing doesn’t, that is a licence or a plan entitlement. Not the network.
App version, app-store country, cached app data, saved region. Reinstalling without checking store country reproduces the same result.
Store state and router location survive a network change. Prove the account in a computer browser first.

There is no Hulu UK, Hulu Canada or Hulu Australia, and Hulu Japan is a separate company — HJ Holdings, owned by Nippon TV — that uses the name under licence with its own catalogue, prices and apps.
